1.101? FILLINIG VACANCIES OIN COUN'-PY (20UNCIL
WHEREAS, Whatcom County Chart:r. Section 4.50 provides
that a vacancy on the Whatcou), County Council shall be
filled by the Council as it deem-- appropriate;
And WHEREAS, the County Council desires to set forth
the following guidelines and rules to quide the Counc-il
in filling of vacancies on the Council;
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
I
SECTION 1. Qual i f i ca -L j-on: A -\,aca),cy on the County
Council shall be filled by a qualified regi,,.-.;t-ered voter resident:
of the district he rer-,resents meeting all of the qualifications
of Section 4.20 of the Whatcom County Charter.
SL`;CTION 2. Nomination:
a. Nominations to fill a vacancy on the County Council
shall be made by any Council member who may place the individual"4
name into nomination in regular open meeting.
b. All names submitted shall be referred to a. Committee
of the whole for consideration.
C. Nominees shall be checked to verify qualifications
and may he requested to submit a personal resui-iie.

or any Counc.i-hmember or Councilmembers chosen by the Council to
conduct such interviews.
S 'E (I -'ION 3. Publishing vacancies:

A. The Council shall pub.11-icly announce the vacancy and
provide a reasonable period for ir,t-orested candidates to
contact any Counci.1-mei-,iber and reque-ri- that his or her name be
considered for the vacant position.

b. Such announcement shall be made at least ten (10)
days before the vacancy is filled.
SECTION 4. Procedure.for multiple vacancies:
a. If at any time the membership is reduced below that
required to constitute a quorum by virtue of vacancies on the
Council, a majority of the remaining members may nevertheless
fill the vacancies.
b. A Council vacancy which remains unfilled for a period
of thirty (30) days because of the inability of the Council to
make the appointment, the vacancy shall be filled by the County
Executive from among those persons nominated by the members of
the Council.
SECTION 5. Term:
Section 4.50 of the What.com County Charter shall govern
the term for which the appointee may serve.
