HomeMy WebLinkAboutres1980-056.s 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 DATE September 4, 1980 INTRODUCED BY Hans PROPOSED BY County Executive RESOLUTION NO. 80 -56 A RESOLUTION IN' THE MATTER OF ADMtINISTRATION OF THE WHATCOM COUNTY JAIL PLAN WHEREAS, Whatcom County was funded by the Washington State Jail Commission in the amount of $8,150,368.00 for the design and construction of a 140 bed facility, and WHEREAS, one of the considerations of the Jail Commission in funding Whatcom County was the county's ability and readiness to proceed immediately with final planning and start construction in 1981, and WHEREAS, it has been discussed and studied in past years to combine Bellingham City and Whatcom County'Administrative Law Enforcement Departments into a common office structure along with a jail to enhance law enforcement capabilities and create a more complete and comprehensive filing system, and WHEREAS, if the county were to combine the operations at this time it would require a bond issue or other method of finance above state allocations, and WHEREAS, such an endeavor would take a minimum of six months to accomplish utilizing a vote of the people or other method, and WHEREAS, the planned new jail structure will be so designed that these combined facilities could be installed at a later date either under the new jail or in the existing basement, and WHEREAS, it could take considerable time for either of our legislative bodies to resolve whether it desired to set up this combined administrative•departments, and WHEREAS, it is imperative to proceed immediately with our planning and construction of a new jail because of the overloading, and non - compliance of our present facilities. A 9 i 1 NOW, THEREFORE, BE IT RESOLVED that Whatcom County Administration 2 is authorized to proceed with a new jail plan without planning 3 for the inclusion of joint county -city administration headquarters 4 at this time. 5 BE IT ALSO RESOLVED that Whatcom County Administration is to 6 take into consideration that the structure is so designed as to 7 accomodate a future joint administration of law enforcement if 8 desired at a later date. 9 10 PASSED this 4th 11 12 13 14 15 ATTEST: Joan Ogden, 16 County Auditor and Ex-Officio, Clerk of 17 the Council: 18 19 BY: DEPUTY 20 21 APPROVED AS TO FORM: 22 , 4 23 day of September , 1980.
