HomeMy WebLinkAboutres1980-0441 2 3 4 5 6 7 8 10. 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 11DATE: Julv 10. 1980 INTRODUCED BY: Muenscher PROPOSED BY: Council RESOLUTION NO. 80 -44 A RESOLUTION IN THE MATTER OF SUBMITTING TO THE VOTERS OF WHATCOM COUNTY A PROPOSAL TO EXCEED THE 106% LEVY LID, AS PROVIDED BY LAW Preamble: In 1971 the voters of Washington passed a law now codified in R.C.W. 84.55.010, which prohibits a taxing district from levying regular property taxes in an amount in excess of 106% of the highest of the three previous years. An exception exists, R.C.W. 84.55.050, which states that the 1067c limit may be exceeded if approved by a majority of voters voting on such a proposition. It may be necessary for Whatcom County to exceed the 106% lid for the fiscal year 1981 and therefore it is in the best interest of Whatcom County that this proposition be put to the voters in the primary election.to be held in the fall of 1980. NOW, THEREFORE, BE IT RESOLVED: Section 1: The Whatcom County Council shall present to the County Auditor's Office a proposition to be placed on the ballot for the primary election to be held September 16, 1980; said prop- osition shall state as follows: Shall Whatcom County, - subject to all other budgetary, constitutional and statutory limitations, be authorized to exceed the limitations imposed by R.C.W, 84.55 (106% Levy Lid Law) on the Current Expense Levy for the year 1981, to be,paid.in.1981 at the'rate of.$1.80 per Thousand Dollars of assessed valuation instead of $1.25884 per Thousand Dollars of assessed valuation; the.dollar amount of such levy to be used in computing the 106% Levy rate limitation on levies in subsequent years.
