RESOLUTION NO. 80 -32
A RESOLUTION AUTHORIZING A "DRAW DAY"
FOR COUNTY EMPLOYEES.
PREAMBLE: Whatcom County has many employees
who desire.to receive a portion of their salary
during the middle of -the month and R.C.W. 36.17.040
mandates that.if county employees are not paid
twice monthly, a draw day shall be designated.
Whatcom County employees are currently paid
just once. monthly.
NOW THEREFORE, BE IT RESOLVED that the County Council
authorizes and directs the County Auditor to implement a draw day.
SECTION ONE. The draw day period shall be from the
first day to the fifteenth day of the month, inclusive.
SECTION TWO. Not more than forty percent (40 %) of the
amount earned through the fifteenth day of the month shall be
paid to the employee on "draw day ". The payroll deductions of
each officer or employee wishing to participate in the draw day
shall not be deducted from his salary paid on the draw day. The
draw day shall be not later than the 20th day of each month.
SEC'T'ION THREE. It is up to the individual full -time
county employee to determine whether or not he or she wishes to
participate in the draw day. If said.employee does wish to
participate in the draw day, he or she shall notify the County
Auditor on the form provided by the Auditor for that purpose.
SECTION FOUR. If the county employee does wish to
participate in draw day, such participation must be for every
month of the calendar year in which he or she decides to parti-
cipate. Once the county employee has elected.a draw, he or she
may cancel it only by sixty (60) days' written notice to the
County Auditor. Notice must have the signature of the employee,
and it must be•dated. If the draw is cancelled, it,may not be
reinstated until November 1, to be effective the following year.
SECTION FIVE` The draw day shall begin A,u'9 5,,t,.1,.; 1 80
Employees wishing to participate must notify the County Au(Afitor
of that intention by July-1,1980. The County. Auditor shall pro-
vide forms to the various departments for that purpose. !-"or

succeeding years, the noti66 o£ intent to participate in the draw
day shall be given to the County Auditor by November 1st for the
following year. Requests to be verified by County Auditor to
ilinsure compliance with the gross estimated salary. Requests may
be rejected by the County Auditor if funds available are not
sufficient for normal draw amount.

On June 5, 1980, the Whatcom County Council adopted
a Resolution authorizing a draw day for County employees.
This Resolution allows an employee to draw from his monthly
salary in the middle of the month, a set amount of-up to
40e of his total salary.
