A :RESOLUTION IN THE KVI "I'ER OF RELEASING CONTINGENCY
RESERVE FUNDS FOR WACO AND WSAC, 1980 BUDGET 519- 90 -31 -01
I WHEREAS, the two statewide organizations representing Counties
and County Officials (Washington State Association of Counties -
1'q'S lC, and Washington Association of County Officials - WACO) have
h(,n directed by.state law to present a plan of merger to the Wash-
.
ii.,;ton State Legislature ant.have failed to fully comply with that
law and
WHEREAS, the Whatcom County Council has expressed concern over
.'l,is situation and refused 'to appropriate 1980 dues until this com-
an.ce had bcon made by tiie two associations and placed. these
! i):ads in a "Contingency Reserve Fund" until answers were fort`h-
cup aing, and
WHEREAS, the two associations have now met and agreed to pur-
sue merger discussions in good faith immediately following adjourn -
I moot of the present l.c.gisla.t ive session. and have signed a joint
resolution. 10 that effect; and
WHEREAS, it is determined that the two associations must con-
tinue functioning to serve the interests of Counties and County
01'fi.ci.als'unti.l a plan for merger is completed as required by RCW
30.47.070;
NOW, 'THERIFORE, BE IT RESOLVED, that Whatcom County Council
does hereby release dues,for WSAC and WACO retroactive to January
1 „ 1980, and that dues be paid through August 31, 1980 upon receip
of staterlients from the associations.
BE IT FURTHER RESOLVED that the Whatcom County Council shall.
