RESOLUTION APPROVING WATER DISTRICT
NO. 10, SEPTEMBER 12, 1979, AMENDMENT TO
COMPREHENSIVE PLAN.
IT IS RESOLVED that the Whatcom County Council does hereby
approve the Amended Comprehensive Plan adopted by Whatcom County
Water District No. 10, in Resolution No. 259, dated September 12,
1979, provided that hookups on the ten inch water main on the 2100
feet southeast of Lake Whatcom Boulevard and extension thereof alone
Dutch Harbor Road to North Summit Drive are prohibited.
DONE in regular open session, held the 24th day of
January 1979.

RESOLUTION NO. 259
A RESOLUTION of the Board of Commissioners of Water
District No. 10, Miatcom County, Washington,
adopting an amendment to the comprehensive plan
for a system of water supply of the District as
previousl'y adopted; declaring the estimated cost
of the improvements included in such amendment;
and providing that such cost and expense shall be
paid from the proceeds of sale of water_ revenue
bonds of the District payable out of water service
charges and assessments.
WHEREAS, on January 19, 1978, the Board of Commissioners
(hereinafter called the "Board ") of Whatcom County Water District
No. 10, Whatcom County, Washington (hereinafter called the "Dis-
trict"), adopted its Resolution No. 221, providing a comer -1-n-
sive plan for a system of water supply for the District; and
WHEREAS, the Board has recently again investigated all
portions and sections of the District for the purpose of de-
termining the present and future needs of the District in regard
to water supplies, and has found and detc,!rmined than the demand
for water within the area served by the District requires an
amendment to the existing comprehensive plan for a water system
for the District;
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners
of Water District Ito. 1.0, Whatcom County, Washington, as follows:
Section 1. The comprehensive plan for a system of water for
the District shall be amended to provide that the District shall
acquire, construct and install the water facilities descrihed in
Exhibit A attached hereto and made a part hereof. (hereafter
"amendment to the plan ").
In carrying out such amendment to the plan the District
shall acquire and :install all means of retaining and storing such
waters, erecting dams, reservoirs, aqueducts and pipelines to
convey the same and shall acquire by purchase, lease or condemna-

as hereinafter provided. The exact date, form, tertas and matur-
ities of said bonds shall be as hereafter fixed by resolution of
the Board of Commissioners.
Section 3•. It is contemplated that all of the land within
the District which will be specially benefited by the con-
struction and installation of the water improvements generally
described in this resolution will be included in one or more
utility local improvement districts, and that assessments be
levied in such district or districts in an amount to be fixed by
the.Board of Commissioners for each district, but not to exceed a
total of $ 450.000 for all such improvements and within the
special benefits received. All of the assessments as levied in
such utility local improvement district or districts shall be

tion all property, both real and personal or any interest there-
in, and all rights -of -way, waters and water rights, franchises,
and easements necessary to carry out said plan, which is all as
more particularly set forth in maps and plans prepared by Yoshida
Incorporated, consulting engineers of Seattle, Washington.
It is hereby provided that said amendment to the plan shall
be subject to such changes as to details of aqueduct or pipe size
or location or any other details of said plan as may be author-
ized by the Board either prior to or during the actual course of
construction.
The District may proceed with the construction and installa-
tion of the amendment to the plan as herein authorized, either
alone or in conjunction with the construction of other facilities
of the District, and in whole, or in successive parts or units
from time to time as may be found advisable.
Section 2. The estimated cost of the acquisition, construc-
tion and installation of such amendment to plan is hereby de-
clared to be, as near as may be, the sum of $450,000 which
shall be provided by the issuance and sale of water revenue bonds
of the District in such principal amount. As a part of this plan
it is contemplated that such costs will be paid out of the pro-
ceeds of an inter -fund loan pending the issuance of such revenue
bonds.
Said revenue bonds shall bear interest payable semiannually
and evidenced to maturity by coupons to be attached thereto
bearing an interest rate of not to exceed the maximum rate per-
mitted at the time said bonds are sold, shall be issued at such
time as may be found necessary, and shall mature in various
amounts and at such times up to a maximum period of not to exceed
thirty years from date of issue as may be fixed by the Board.
Both principal of and interest on said bonds shall be paid from
the gross revenue of the District and from assessments, if any,.
