HomeMy WebLinkAboutres1981-0141 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 [DATE: Apri 1 16, 1981 INTRODUCED BY: PROPOSED BY: RESOLUTION NO. 81 -14 Roehl Council A RESOLUTION IN THE MATTER OF REFERRING FURTHER CHANGES AND ADDITIONS TO THE PROPOSED COMPREHENSIVE PLAN TEXT AND MAP FOR THE CHERRY POINT /FERNDALE SUBAREA TO THE PLANNING COIDI I SS ION FOR A ' REPORT AND RECOMMENDATION PURSUANT TO THE PLANN;TNG ENABLING ACT R.C.W. 36.70.430 and R.C.W. 36.70.440 WHEREAS, the County Council further considered and reviewed the proposed Comprehensive Land Use Plan Text and Map for the Cherry Point /Ferndale Subarea in recommendation to approve such plan as referred by the Whatcom County Planning Commission. The review was undertaken on six separate occasions, March 3, 11, 18, April 1, 8 and the 15th, and WHEREAS, the County Council.at its April 16, 1981 meeting adopted the proposed Comprehensive Land Use Plan Text and ?.Zap for the Cherry Point/Ferndale area except for the Urban Reserve Section (language and map), Residential Rural Section (language and map), and on the map only, that are designated Agriculture which is bounded by the Axton - Aldrich -Smith Roads and a proposed new section on Economic Policy. WHEREAS, the County Council deems it in the public interest to initiate consideration of further changes and additions to the proposed plans in those: areas. NOW, THEREFORE, be it resolved by the County Council of Whatcom County: Section 1. That four (4) segments of the proposed Comprehen- sive Plan Text and Map for the Cherry Point /Ferndale Subarea be referred back to the Planning Commission for. a .review only of the specific. chances and additions; propo�:;ed 1)y t:he County Council in thoses areas. Those changes are as outlined in Exhibit A attached and incorporated hE:.,rein. PASSED this 16-th day of April, 1981. EXHIBIT "A'' April 16, 1981 Proposed amendments to the Comprehensive Plan Text and Map to be referred the the Whatcom County Planning Commission URBAN RESERVE POLICIES Page 28, insert a new Section 1.07 and renumber remaining sections New Policy 1.07: "Lands within the Urban Reserve area may, however, be developed prior to the provision of urban services from the City of Ferndale. Developments proposed prior to the provision of such services shall be designed in such a manner as to be complimentary to the eventual conversion to urban land use patterns and logical transportation and service extensions. To accomplish this option, proposed developments shall (a) be designed as a cluster subdivision; (b) adhere to a maximum density of one dwelling unit per five acres; (c) contain lot sizes consistent with b atcom County Health Board Rules and Regulations; (d) be planned in relationship to the city's future neighborhood transportation network; (e) be compatible with the city's planned sewer and water service corridors; and (f) be harmonious with the city's future annexation program." New Policy 1.07,1: "The cluster method of subdivision is defined as an alternative method of creating building parcels that involves: a) the concentration of spatially efficient and marketable building lots while preserving the intent of the land use district; and b) the retention of options for future uses and densities by treating the land as both a commodity and a resource. The density of the use district defines the number of allowable dwelling units per land area but does not define lot size. Lot size is determined by the land owner and Whatcom County Health Board Rules and Regulations concerning soil percability. Land area not used for building purposes is- designated as "Reserve Tract" and should be used for open space purposes until such time that sewer and water services can be provided by the City of Ferndale. Upon the provision of such services, said Reserve Tract will be appropriate for residential densities consistent with the City of Ferndale." RESIDENTIAL RURAL Page 31, Section 1.03 1.03 Whatcom County shall implement the RESIDENTIAL designation by application of a Residential Cluster Development zoning district, in which the overall density of development shall not exceed one (1) dwelling unit per acre, unless Ferndale water is available, in which case the overall density of development may be increased to not more than two (2) dwelling units per acre.
