RESOLUTION NO. 82 -11
A RESOLUTION APPROVING THE ANNEXATION OF
CERTAIN PROPERTIES INTO 111HATCOM COUNTY
WATER DISTRICT NO. 8
WHEREAS, on August 13, 1981 19hatcom County Water District
No. 8 adopted Resolution No. 380 declaring their intent
to annex certain property into the District, and
WHEREAS, Whatcom County Water District No. 8 filed a
copy of said resolution., along with a notice of intent
to annex, with the Boundary Review Board, and
WHEREAS, the Boundary Review Board held a public hearing
September 30, 1981 to consider the proposed annexation,
and
WHEREAS, the decision of the Boundary Review Board was
to approve the proposed annexation of certain property
into Whatcom County Water District No. 8, and
WHEREAS, the Boundary Review Board did file their Findings
and Order with the Whatcom County Council on November 17,
1981, and
WHEREAS, the Whatcom County Council has reviewed the
Findings and Order of the Boundary Review Board and
concurs therewith;
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council
that the Findings and Order of the Boundary Review Board be and
hereby are adopted as the Findings and Order of the Whatcom County
Council. ,
BE IT FURTHER RESOLVED that.the Whatcom County Council hereby
approves the annexation of certain properties into Whatcom County
Water District No. 8 as legally described as follows:
Beginning at the Southeast corner of Section 19, Township
40 North, Range 1 East of V.M.; Thence Northerly along the
East line of said Section 19' to its intersection with the
South line of the North one -half of the Southeast quarter
of the Southeast quarter of•said Section 19; thence West-
erly along said South line to its intersection with the
West line of said Southeast quarter of the Southeast quarter;
thence Northerly along said West line to its intersection
with the North line of said Southeast quarter of the South-
east quarter of Section 19; thence Easterly along said North
line and the North line of the Southwest quarter of the

1 Southwest quarter of Section 20, Township 40 North,
Range 1 East of W.M., to its intersection with the
2 East line of said Southwest quarter of the Southwest
quarter; thence Southerly along said East line to
3 its intersection with the South line of said Section 20;
thence Westerly along said South line to the Southwest
4 corner of said Section 20, which is also the Southeast
corner of said Section 19 and the point of beginning.

Hearing Date: A Public Hearing was held at the Blaine American
Legion Hall, 8151 Blaine Road, Blaine, Washington,
County of Whatcom on September 30, 1981 at 7:00 P.M.
Legal Quorum:

Purpose: Public Hearing to hear public-comment, regarding
the Annexation of approximately 60 acres to
Whatcom County Water District No. 8

Legal Description. Beginning at the Southeast corner of Section 19,
Township.40 North, Range 1 East of W.M.; Thence
Northerly along the East line of said Section 19
to its intersection with the South line of the
North one -half of the Southeast quarter of the
Southeast quarter of said Section 19; thence
Westerly along said South line to its intersection
with the West line of said Southeast quarter of
the Southeast quarter; thence Northerly along
said West line to its intersection with the North
line of said Southeast quarter of the Southeast
.Quarter of Section 19; thence Easterly along

FINDINGS OF FACT
From the testimony presented and the documents filed, the Whatcom
County Boundary Review Board makes the following findings:
I. Facts Found Bearing upon Population and Territory
A. There are approximately 100 people in 36 residences (including one
mobile home park) living in the area.
II. Facts Found Bearing on Utility Services
A. Sewer service can be provided at option of property owners;
B. Annexation should result in lower cost of water service;
C. The area proposed for annexation is currently served with water
from Water District No. 8.
III. Facts Found Bearing on Adjacent Area
A. The property proposed for annexation is adjacent to Water District
No. 8;
B. Annexation will greatly benefit Park Plaza Mobil Home Park, due to
deterioration of current septic system;- -
C. American Legion Post 86 was previously granted approval to connect
to Water District No. 8 sanitary sewer due to an obvious health
hazard.
CONCLUSIONS
From the evidence presented and the foregoing findings of fact, the
Whatcom County Boundary Review Board makes the following findings:
1. No objections were received from the public or from governmental
agencies;
2. The annexation will result in better service for current and future
development;
3. The annexation will extend services of Water District No. 8 within
a more natural boundary.

The Whatcom County Boundary Review Board having reviewed this proposed
annexation to Water District No. 8, finding no objections or adverse affects,
hereby APPROVE the annexation of property, as described in file BRB 8 -81,
to Whatcom County Water District No. 8.

A RESOLUTION OF THE BOARD OF COMMISSIA' SOR'S OFFICE
OF WHATCOM COUNTY WATER DISTRICT NO. 8,
WHATCOM COUNTY, WASHINGTON, ANNEXING CERTAIN
PROPERTY TO THE DISTRICT.
WHEREAS, on the 25th day of June, 1981, the Board of
Commissioners (hereinafter called the "Board ") of Whatcom County
Water District No. 8, Whatcom County, Washington, adopted
Resolution No. 378 entertaining a certain petition for annexation
to the District of the property hereinafter described, fixing the
time and place of hearing upon said pe�ition, and providing for the
publication and posting of notice of the hearing; and
WHEREAS, such notice was published and posted as required
by law and by said Resolution No. 378; and
WHEREAS, on July 23, 1981, a public hearing was held upon
said petition; and
WHEREAS, the Commissioners have determined that all of the
area described in the aforesaid petition should be annexed to the
District;
.NOW, THEREFORE, BE IT RESOLVED by the Board of Water
Commissioners of Whatcom County-Water District No. 8, Whatcom
County, Washington as follows:
SECTION 1. The Board hereby finds that the property here-
inafter described should be annexed to the District:
Beginning at the Southeast corner of Section 19,
Township 40 North, Range l East of W.M.;
Thence Northerly along the East line of said
Section 19 to its intensection.with the South line
of the North one -half of the' Southeast quarter of"
the Southeast quarter of.said Section 19; thence
Westerly along said South line to its intersection
with the West line of said Southeast quarter of the �.
Southeast quarter; thence Northerly along said West
line to its intersection with the North line -of --
said Southeast quarter of the Southeast quarter of
Section 19; thence Easterly along said North line
and the North line of the Southwest quarter of the
Southwest quarterof Section 20, Township 40 North,
Range 1 East of W.M., to its intersection with the
East line of said Southwest quarter of the Southwest
quarter; thence Southerly along said East line to
its intersection with the South line of said
Section 20; thence Westerly along said South line to
the Southwest corner of said Section 20, which is
also the Southeast corner of said Section 19 and the
point of beginning. Situate in Whatcom County,
State of Washington.
SECTION 2. Said area shall be annexed and become a part
of Whatcom County Water District No. 8,-effective on the approval
of said annexation by the Whatcom County Boundary Review Board.
SECTION 3. A certified copy of this Resolution shall be
filed with the Whatcom County Boundary Review Board of Whatcom
County, Washington, along with a notice of intention to annex said
property.
ADOPTED at a regular meeting of the Board of Commissioners
of Whatcom County Water District No. 8, Whatcom County, Washington,
