RESOLUTION NO. 83-61
• RESOLUTION IN THE MATTER OF ADOPTING
• SALARY SCHEDULE FOR THE UNREPRESENTED
WHATCOM COUNTY EMPLOYEES
FOR THE YEAR 1984
WHEREAS, it is necessary to establish the salaries of the unrepre-
sented employees, and
WHEREAS, the Whatcom County Council has adopted the concept of a
salary grid of twenty -eight Ranges and seven Steps plus an Entry
Step in each Range as the basis for establishing salaries for the
unrepresented employees, and
WHEREAS, the Council intends that all unrepresented employees wits
the exception of the Elected Officials be placed within a specific
Range of the aforementioned basic salary grid for pay purposes;
NOW, THEREFORE, BE IT RESOLVED:
1) That the term "unrepresented " employee shall include elected
and exempt employees. That the term "elected official" shall
include only those officials elected pursuant to the provi-
sions of the Whatcom County Charter and Washington State Law.
That the'term "exempt" employee shall include all other
unrepresented employees.
2) That the salaries of the Whatcom County Elected Officials
shall be established as set forth in Exhibit A.
3) That the salaries of the exempt employees be set at the Ranges
established in Exhibit B.
4) That all changes in salary and benefits as a result. of enact-
ment of this Resolution shall become effective January lst,
1984.
5) That the eligible unrepresented employees shall be granted the
following benefits, and that the benefits shall include full,
premium payment for the employee, spouse, and dependent
children of the employee.
a) Health and Welfare benefits comparable to the Whatcom
Medical Bureau Plan #405 -6 -1E currently in effect, including
prescription drug care.
b) Dental insurance comparable to the Washington Dental
Service Program #126 currently in effect.

c) Vision care comparable to the Teamster's Vision Care Trust
Fund (standard care plan) currently in effect.
d) Life insurance in the face amount of $5,000 for each.non-
union employee. (Dependent coverage premium to be paid by the
employee.)
6) That County payment of premium for benefits of unrepresented
employees be made on behalf of employees who receive compen-
sation during a calendar month. Compensation is defined for
this purpose in this Resolution as payment of wages for work
performed, vacation, accrued sick leave, or other paid leave;
provided that said work, vacation, and /or other paid leave
must equal or exceed payment for one - hundred and twenty (120)
hours in a calendar month. Income resulting from an industrial
injury to a maximum of twelve (12) months from the date of
the injury shall also be credited as compensation.
7) That any change in salary or classification of unrepresented
employees covered by the attached schedules must receive prior
approval of the Whatcom County Council; provided further that
any exempt employee assigned initially to the Entry Step of a
Range shall, if assigned prior to April 2nd, move to.Step One
at the completion of one - hundred and twenty (120) calendar
days of County service, and to Step Two on January lst the
following year. Exempts hired after April lst shall move to
Step One at the completion of one - hundred and twenty (120)
calendar days of County Service but shall thereafter remain in
Step One until a year from the following January.
Reclassification of exempt positions will normally take effect
on January lst of each year. Individuals who are reclassified
into a higher level position will move to the step in the new
Range which provides a minimum of 3.8% increase in pay in lieu
of their scheduled annual pay Step. In the event a reclassifi-
cation takes effect at a time other than January lst, those
individuals reclassified before July lst shall move to the
next step on the following January 1st. Those reclassified on
or after July lst will move to the next step a year from the
following January.
8) That for the purposes of vacation schedule, sick leave bene-
fits,.bereavement leave, jury duty; military leave, and paid
holidays, exempt employees shall be entitled to the same bene-
fits as outlined in the Inside Collective Bargaining Agreement
provided that the eligibility requirements of Paragraph 6,
above, and any special requirements of the Inside Contract are
met; and provided further, that the provisions for overtime
payment do not apply to unrepresented employees.
9) That in the event Whatcom County should ever be affected by a
strike of its employees, the County Executive is empowered to
authorize overtime pay for exempt employees during the period
of the strike.
10) That in the event of clerical error and /or an unrepresented
employee is not included on this listing, or a salary is
miscalculated, salary and benefits for said employee shall be
corrected and made retroactive to January 1, 1984.

BE IT FURTHER RESOLVED that Resolution No. 82 -60 of the County
Council of Whatcom County, Washington, dated the 29th day of
November 1982 and all amendments thereto, are hereby recinded
effective January lst, 1984, and that this Resolution shall become
effective that same date.
