RESOLUTION NO. 83 -�6
A RESOLUTION OF DECLARATION OF LOCAL COMMERCIAL
SALMON INDUSTRY IN WHATCOM COUNTY AS AN ECONOMIC
DISASTER
WHEREAS, the Whatcom County and Washington State commercial
fishermen are facing the most disasterous Salmon season
in recent memory; and
WHEREAS, the commercial Salmon catch has declined percipi-
tously from previous years; and
WHEREAS, the fish that have been: caught. -have been generally
much smaller in size and weight than expected in a normal
fishing year; and
WHEREAS, reports from the area fishing concerns in Whatcom
County indicate that the volume of Salmon caught this year
may be down devastatingly from last year's catch; and
WHEREAS, the unusual and unexpected decline of Salmon runs
for the 1983 fishing season has been contributed to, in
large part, the ocean condition known as "E1 Nino" which
is characterized by a lack of ocean upwellings in high
water temperatures; and
WHEREAS, the disasterous Salmon season in 1983 has resulted
in substantial and unrecoverable economic loss and impact
on the commercial.Salmon industry within Whatcom County; and
WHEREAS, the Whatcom County Executive has examined the eviden
and issued a disaster declaration,
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council
that the Whatcom County Commercial Salmon Fishing Industry should
be declared an economic disaster as a result of the "E1 Nino" ocean
conditions;
BE IT FURTHER RESOLVED that the Governor of Washington is
respectfully petitioned to concur in this action; and
BE IT FINALLY RESOLVED that copies of this resolution shall be
transmitted to the President of the United States, the Governor of
Washington, and the Congressional and Legislative delegations of
