PROPOSED BY: Hawley BY: Roehl DATE: August 18, 1983 RESOLUTION N0. 83 -37 A RESOLUTION OF THE COUNCIL OF WHATCOM COUNTY DECLARING ITS DISAPPROVAL OF SALMON MANAGEMENT TREATY WHEREAS, fishing is an industry vital to the economic health of Whatcom County; and WHEREAS, a Treaty has been negotiated which is proposed for adoption by the governments of Canada and the United States of America for the purpose of effecting management and conservation of the Pacific Salmon fishery resource; and WHEREAS, that Treaty proposes a principle for division of the Salmon resources between Canada and the United States, namely: ...each party to receive benefits equivalent to the production of Salmon originating in its waters. (Art. III, Sec. 1. (b)); and WHEREAS, this principle drastically shifts by 1985 the traditional and historical split of a certain element of the Salmon resource between the parties, namely the Fraser River Sockeye and Pink Salmon runs; and WHEREAS, this shift presents the prospect of drastically reducing the Puget Sound Gillnet and Purse Seine Sockeye and Pink Salmon industry; NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council: 1. That the Department of State is urged to reconsider the split proposed to be made of the Fraser River Salmon Resource after 1984 and revise the Treaty to reflect. a split more in keeping with the historical division of this resource; and 2. Copies of this Resolution shall be transmitted to the Governor of Washington, the State's Congressional delegation, and the County's State Legislative delegation attention.
