HomeMy WebLinkAboutres1983-0241 DATE: June 2, 1983 INTRODUCED BY: Roehl 2 PROPOSED BY: Roehl 3 4 5 RESOLUTION NO.83 -24 6 7 A RESOLUTION IN THE MATTER OF AN ADVISORY BALLOT TO DETERMINE PUBLIC SUPPORT FOR RETAINING A PORTION OF THE SALES AND USE TAX TO SUPPORT $ PROGRAMS FOR SENIOR CITIZENS, THE HANDICAPPED AND 9 THE MENTALLY ILL. 10 11 WHEREAS, a major portion of Whatcom County's budget is 12 spent on state - mandated services, expecially in the field of law 13 and justice; and, 14 15 WHEREAS, there are pressing and well - substantiated, but 16 unmet needs affecting the lives of seniors, the handicapped and 17 the mentally ill; and, 18 19 WHEREAS, state and federal support for these needs is 20 diminishing in favor of greater local responsibility; and, 21 .22 WHEREAS, Whatcom County can provide funding to meet some 23 of the basic needs of seniors, the handicapped and the mentally 24 ill only if adequate revenues are available in addition to 25 revenues necessary for state - mandated services. 26 27 NOW, THEREFORE, BE IT RESOLVED BY THE WHATCOM COUNTY 28 COUNCIL as follows: 29 30 (1) That there shall be placed before the voters at the 31 primary election to held on September 20 , 1983, the following 32 advisory ballot proposition: - Resolution - 1. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 ADVISORY BALLOT Shall Whatcom County provide partial funding in 1984 for programs for senior citizens, the handicapped and the mentally ill by retaining for these purposes approximately 2/10 of one percent of the existing sales and use tax,which amount of tax is in addition to tax collections necessary for state - mandated services? (2) Copies of this Resolution shall be transmitted forthwith to the County Executive, Auditor and Prosecuting Attorney,distributed to the media and posted in such public places as the Clerk of the Council deems appropriate.
