RESOLUTION NO. 83 -12
A RESOLUTION IN SUPPORT OF HOUSE BILL
NO. 870 WHICH IMPOSES A TAX UPON BEER,
WINE, AND DISTILLED SPIRITS FOR THE
PURPOSE OF PROVIDING FUNDS TO ASSIST
LAW ENFORCEMENT AND ALCOHOLISM REHABILI-
TATION AGENCIES IN DETERRING AND TREATING!
DRUNK DRIVERS
WHEREAS, over sixty percent of the traffic fatalities in
the State of Washington are caused by persons driving while under
the influence of alcohol; and,
WHEREAS, it is deemed appropriate that the growing cost
of prevention and treatment of alcohol problems and law enforcement
related to alcoholism should be borne by those who are directly
responsible for the problem; and,
WHEREAS, in recognition of the foregoing problems, House
Bill No. 870 has been introduced before the State Legislature; and,
WHEREAS, House Bill No. 870 imposes a tax on all beer,
wine, and distilled spirits sold in this state for the purpose of
providing funds to assist law enforcement and alcoholism rehabilita-
tion agencies; and,
WHEREAS, the revenues generated by these taxes will be u
to assist victims of drunk driving, distributed to cities and counti(
to enhance local efforts to combat drunk driving, and to the State
to improve state support for local efforts against drunk driving;
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County
Council hereby declares its support for House Bill No. 870 and urges
passage of this measure by the State Legislature.
