HomeMy WebLinkAboutres1983-0011 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 DATE: January 20, 1983 INTRODUCED BY Hansey PROPOSED BY Hansey RESOLUTION NO. 83 -1 A RESOLUTION IN THE MATTER OF EVALUATING PROPOSALS FOR CONSTRUCTION AND OPERATION OF A SOLID WASTE DISPOSAL SYSTEM IN WHATCOM COUNTY WHEREAS, Whatcom County has determined that to solve the future problem waste disposal that the incineration method shall be used, and WHEREAS, two proposals are currently being considered by the County Council to implement this policy, and WHEREAS, the two proposals are substantially different with regard to construction, cost to the County, operations in future years and cost of disposal to the consumer of the solid waste disposal operation, and WHEREAS, time is of the essence in making a final determina- tion as to which system is to be constructed, NOW, THEREFORE, BE IT RESOLVED that the matter of obtaining necessary information be assigned to the Special Cowdttee on Trans - ,.portation and Solid Waste with the following request for information to be provi ed by both Thermal Reduction Company and Olivine Corporation: 1. Provide proof of availability of a bond in an appropriate amount and time to guarantee the County successful elimination of solid waste as required. 2. Proof of a guaranteed purchase of electricity by Puget Power if that sale is a condition of the financial, operation of disposal system. 3. Provide study information which will show domestic garbag trends in the United States including present and future effects o recycling on the tonnage available to the disposal system. 4. Provide statements from the appropriate air pollution authorities regarding the permits necessary and the time estimated RESOLUTION - 1. A!1� 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 to acquire the necessary permits. 5. Provide an outline of the proposed recycling efforts included in their plans. 6. Provide engineer reports on the satisfactory operation of existing installation. 7. Provide a licensed engineer review of the design of the plant and equipment. This letter should state an opinion of feasibility of the equipment durability and reliability of the functions. BE IT FURTHER RESOLVED, that the Committee and the Council shall work in close cooperation with the County Administration in obtaining and evaluating the information received and BE IT FURTHER RESOLVED, that the Committee shall report its initial findings to the full Council on February 3, 1983 and it is requested that the Committee make its final report to the full Council on February 17, 1983, or at a Special Committee of the Whole Council meeting to be held as near to February 17, 1983 as possible.
