HomeMy WebLinkAboutres1984-0491 2 3 4 5� 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 DRAFT II INTRODUCED BY: Roehl PROPOSED BY: Roehl DATE: Sept. 20. 1984 RESOLUTION NO. 84 -49 A RESOLUTION OF THE WHATCOM COUNTY COUNCIL DECLARING ITS STRONG DISAPPROVAL OF ANY SALMON MANAGEMENT TREATY WHICH WOULD REVISE THE CURRENT DIVISION OF THE FRASER RIVER SALMON RESOURCE WHEREAS, the Whatcom County Council is the legislative body of Whatcom County, and WHEREAS, the governments of the United States and Canada have been involved in negotiations, the purpose of which being the eventual adoption of a new or amended treaty regarding the management of the Pacific Salmon resource, including conservation measures necessary to protect depressed chinook and vulnerable coho and other salmon stocks, and WHEREAS, these negotiations to date have failed to suffi- ciently recognize and protect the management and division principle' set forth in the existing Fraser River salmon treaty ratified by the United States and Canada in 1937, as amended in 1957, and WHEREAS, this failure has resulted in treaty proposals which would drastically shift the traditional and historic 50 -50 split of the Fraser River sockeye and pink salmon resource between the United States and Canada and which would eliminate or severely curtail the management authority and ability of the International Pacific Salmon Fisheries Commission, and WHEREAS, this shift holds the clear prospect of virtually eliminating the Puget Sound reef net, gillnet and purse seine fishing industry together with its associated processing industry which have existed for most of a century, and WHEREAS, the survival of this industry is a matter of extreme economic import to Whatcom County and to all communities bordering RESOLUTION - 1. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22` 23 24 25 26 27 2.8 29 30 31 32 Puget Sound and the San Juan archipelago in that it represents a- multi- million dollar industry in Whatcom County and Washington State, NOW, THEREFORE BE IT RESOLVED by the Whatcom County Council as follows: 1. We strongly urge the U.S. Department of State and the State of Washington to recognize the economic importance and impact of the commercial salmon fishing and processing industry and to adopt a bargaining stance in these negotiations which will perpetu- ate and preserve the historic management and division principles set forth in the current Fraser River salmon treaty, and 2. We further urge the U.S. Department of State and the State of Washington to additionally pursue in these negotiations effectiv measures necessary for the protection of depressed chinook and vulnerable coho and other salmon stocks originating in United States and Canadian waters, and 3. We petition all cities, counties and port authorities bordering the San Juan archipelago and Puget Sound to declare their strong support of these particular aspects of thetreaty negotiation and convey such support to the United States Department of State and the State of Washington.
