A RESOLUTION IN THE MATTER OF ADOPTING
3 A'SALARY SCHEDULE FOR THE UNREPRESENTED
WHATCOM COUNTY EMPLOYEES FOR THE FIRST
4 THREE MONTHS OF THE YEAR 1985
5 WHEREAS, it is necessary to establish the salaries of the unrepre-
sented employees, and

WHEREAS, the Whatcom County Council has adopted the concept of a
7 salary grid of twenty -eight Ranges and seven Steps plus an Entry
Step in each Range as the basis for establishing salaries for the
8 unrepresented employees, and
9 WHEREAS, the Council intends that all unrepresented employees with
the exception of the Elected Officials be placed within a specific
10 Range of the aforementioned basic salary grid for pay purposes;
11 NOW, THEREFORE, BE IT RESOLVED:
12 1) That the term "unrepresented" employee shall include elected
and exempt employees. That the term "elected official" shall
13 include only those officials elected pursuant to the provi-
sions of the Whatcom County Charter and Washington State Law.
14 That the term "non- represented" employee shall include all
other unrepresented employees.

2) That the salaries of the Whatcom County Elected Officials
16 shall be established as set forth in Exhibit A.
17 3) That the salaries of the non - represented employees be set at
the Ranges established in Exhibit B.
18 4) That all changes in salary and benefits as a result of enact -
19 ment of this Resolution shall become effective January 1st,
1985.
20 5) That the eligible unrepresented employees shall be granted the
21 following benefits, and that the benefits shall include full
premium payment for the employee, spouse, and dependent
22 children of the employee.
23 a) Health and Welfare benefits comparable to the Whatcom
Medical Bureau Plan #405 currently in effect, including
24 prescription drug care.
25 b) Dental insurance comparable to the Washington Dental
Service Program #126 currently in effect.

c) Vision care comparable to the Teamster's Vision Care Trust
Fund (standard care plan) currently in effect.
d) Life insurance in the face amount of $5,000 for each non -
represented employee. (Dependent coverage premium to be paid
by the employee.)
6) That County payment of premium for benefits of unrepresented
employees be made on behalf of employees who receive compen-
sation during a calendar month. Compensation is defined for
this purpose in this Resolution as payment of wages for work
performed, vacation, accrued sick leave, or other paid leaves
provided that said work, vacation, and /or other paid leave
must equal or exceed payment for one - hundred and twenty (120)
hours in a calendar month. Income resulting from an industrial
injury to a maximum of twelve (12) months from the date of
the injury shall also be credited as compensation.
7) That any change
in salary or classification of unrepresented
employees covered
by the attached schedules must receive prior
approval of the
Whatcom County Council, except in a case where
implementation of
the 3.8% increase authorized below for
employees reclassified
or promoted in mid -year results in
their salary exceeding
the stated salary in this Resolution.
Provided further
that any non - represented employee assigned
initially to the
entry Step of a Range shall move to Step One
of the Schedule
in accordance with the following schedule.

Movement to Step Two will occur on January lst of the year
following movement to Step One. Subsequent Step movements
shall occur on January lst of each year.
Reclassification of exempt positions will normally take effect
on January lst of each year, but in 1985 may also take effect
pursuant to a salary resolution for the unrepresented employee
adopted by Council to take effect on April 1, 1985. Individual
who are promoted or reclassified into a higher level position
will move to the step in the new Range which provides a mini-
mum of 3.8% increase in pay in lieu of their scheduled annual
pay Step. In the event a reclassification or promotion takes
effect at a time other than January lst, those individuals
reclassified or promoted before July lst shall move to the nex
step on the following January 1st. Those reclassified or pro-
moted on or after July lst will move to the next step a year
from the following January.
8) That for the purposes of vacation schedule, sick leave bene-
fits, bereavement leave, jury duty, military leave, and paid
holidays, exempt employees shall be entitled to the same bene-
fits as outlined in the Inside Collective Bargaining Agreement
provided that the eligibility requirements of Paragraph 6,
above, and any special requirements of the Inside Contract are
met; and provided further, that the provisions for overtime
payment do not apply to unrepresented employees.

9) That in the event•.Whatcom County should ever be affected by a
strike of its employees, the County Executive is empowered to
authorize overtime pay for exempt employees during the period
of the strike.
10) That in the event of clerical error and /or an unrepresented
employee is not included on this listing, or a salary is
miscalculated, salary and benefits for said employee shall be
corrected and made retroactive to the appropriate date, but
in no case to a date earlier than January 1, 1985.
BE IT FURTHER RESOLVED that an analysis shall be conducted of
the salaries established herein for the purpose of cost control
and the promotion of equity among Whatcom County's exempt
employees, within the overall budget allocation for exempt
salaries in 1985, said analysis to be done in consultation with
the Council Finance Committee and completed by March 1, 1985.
Particular focus shall be given to those departments which have
been reduced in size and /or mission since these salaries were
last analyzed.
BE IT FURTHER RESOLVED that the administration shall analyze
the health and welfare benefits provided hereunder and recom-
mend to the Council by March 1, 1985, ways and means of con-
taining health and welfare costs, with the goal of providing
benefits and cost controls generally comparably to those appli-
cable to other County employees.
BE IT FURTHER RESOLVED that Resolution No. 83 -61 of the County
Council of Whatcom County, Washington, dated the 29th day of
November 1983 and all amendments thereto, are hereby rescinded
effective January 1st, 1985, and that this Resolution shall
become effective that same date.
BE IT FINALLY RESOLVED that this resolution shall expire on
April 1, 1985.
