RESOLUTION NO.84 -38
A RESOLUTION ON STATE AND COUNTY ACTION TO
IMPROVE TRAFFIC. SAFETY OVER AND ALONG THE
GUIDE MERIDIAN (STATE ROUTE NO. 539)
WHEREAS, Whatcom County desires to reduce fatalities, injuries
and accidents occurring over and along State Route No. 539 (gener-
ally known as the "Guide Meridian "), lying within Whatcom County;
and
WHEREAS, such an effort, if it is to be successful, will
require a cooperative effort of the state and local governments,
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County
Council endorses the following preliminary recommendations and
requests their expeditious consideration and implementation by
the County Executive:
1. Install below all existing "Stop Ahead" signs on County
road approaches to the Guide Meridian an information plate indi-
cating "Guide Meridian ". (Approximately $20 per sign at 30 locatior.
equals $600).
2. Confirm the existence of or install a painted "Stop Ahead'
word message on the pavement of all County road approaches to the
Guide, carrying 100 vehicles or greater. (Approximately $60 per
legend at 15 locations equals $900).
3. Install new signs and posts on all County road approaches
to the Guide, carrying 400 vehicles per day or greater, indicating
junction with State Route 539 ahead. (Approximately $50 per sign at
20 locations equals $1,000).
4. Install rumble strips on County road approaches to the
Guide Meridian which have recently been averaging at least one
accident per year attributed to "vehicle did not stop at stop sign"

I (Approximately $150 per pair of strips at 8 locations equals $1,200).
2 BE IT FURTHER RESOLVED that the State of Washington is called
3 upon to take expeditious action to improve traffic safety over and
4 along the Guide Meridian, and to specifically consider the `
5 following improvements:
6 1. Installation of flashing beacons (amber for Guide Meridian,
7 red for cross road) at intersections along the Guide Meridian which
8 currently meet initial signalization warrants per the MUTCD or
9 currently average three accidents or more per year (approximately
10 $6,00048,000 per installation). Possible locations include
11 1) Badger Road; 2) Wiser Lake Road, and 3) Smith Road.
12 2a. Construction of intersection approach widening, including
13 "left turn" lanes on the Guide Meridian and shoulder widening on
14 the cross road approaches for use as future "right turn" lanes.
15 Work should be completed at those intersections along the Guide
16 Meridian exhibiting the highest vehicular volumes and accident
17 rates, including, but not limited to: 1) Birch Bay - Lynden /Kok Roads;
18 2). Badger Road; 3) Pole Road; 4) Smith Road; 5) Wiser Lake Road,
19 and 6) Axton Road. General shoulder widening should be included
20 to improve sight distances (based upon the proposed Guide /Pole
21 intersection work, approximately $35,000 per approach).
22 2b. Installation of fully actuated traffic control signals.
23 Work should be completed at those crossroads serving as a major
24 east -west route and meeting minimum MUTCD traffic signal warrants
25 for volume and /or interruption, including: 1) Birch Bay - Lynden /Ko
26 Road; 2) Front Street; 3) Pole Road; 4) Smith Road, and 5) Axton
27 Road. (Current estimates for such an installation, with approach
28 widening already completed, varies from $75,000 4100,000 per
29 location). Note: Item 2a can be completed with or without item
30 2b. Item 2a must occur if item 2b is to be accomplished.
31 BE IT FINALLY RESOLVED that copies of this resolution shall
32 be transmitted to the Governor, Secretary of Transportation, State
