A RESOLUTION SUBMITTING TO THE QUALIFIED
ELECTORS OF WHATCOM COUNTY THE PROPOSITION
OF WHETHER OR NOT THE COUNTY SHOULD ISSUE
UP TO $6,500,000.00 OF ITS GENERAL
OBLIGATION BONDS TO BE PAID OUT OF ANNUAL
TAX LEVIES IN EXCESS OF REGULAR TAX LEVIES,
TO PROVIDE FUNDS NECESSARY TO ACQUIRE, DEVELOP,
EXPAND, RESTORE AND MAKE OTHER IMPROVEMENTS TO
VARIOUS PARK AND RECREATION FACILITIES.
WHEREAS, the Park and Recreation Council of Whatcom
County, Washington (the County) has recommended that the County
acquire, develop, expand, restore and make other improvements
to the various Park and Recreation facilities.
WHEREAS, the money in and to be paid into the Park
and Recreation Fund of the County will be insufficient to
enable the County to so acquire, develop, expand, restore
and make other improvements to the various Park and Recreation
facilities; and,
WHEREAS, in order to provide the funds necessary to
pay the costs of such acquisition, development, expansion,
restoration, and improvement, it is deemed necessary that
the County issue general obligation bonds in the aggregate
principal amount of SIX MILLION FIVE HUNDRED THOUSAND DOLLARS
($6,500,000.00) and that such bonds should mature within twenty
years of the date of their issuance; and,
26 WHEREAS, it is deemed necessary to pay the principal
27 and interest of such bonds that each year the County levy
a tax upon all of the taxable property within the County in
28 excess of the annual tax the County is permitted by law to
29 levy without a vote of the people; and,

31 11 WHEREAS, the Constitution and the laws of the State
32 of Washington require that the question of whether or not

I additional indebtedness may be incurred and such excess tax
2 may be levied must be submitted to the qualified electors
3 of the County for the ratification or rejection.
4 THEREFORE, BE IT RESOLVED,
5 The Whatcom County Auditor, ex- officio supervisor
6 of elections in said County, is hereby requested to place
7 before the qualified electors of the County the Proposition
hereinafter set forth.

9 PROPOSITION NO.
Park and Recreation General Obligation Bonds
10 - $6,500,000.00 -
11 To provide funds for revising, expanding, and
acquiring senior services facilities; acquiring
12 and developing athletic field; and making other
park and - recreation capital improvements and
13 acquisitions, shall Whatcom County issue
14 $6,500,000.00 of its general obligation bonds
payable both principal and interest, out of
annual tax levies in excess of regular
15 property tax levies and maturing within twenty
years from date of issue.
