3 RESOLUTION NO. 84 -27
4 A RESOLUTION CREATING A CHARTER REVIEW
COMMISSION AND CALLING FOR THE ELECTION
5 OF FIFTEEN (15) PERSONS TO SERVE ON THE
COMMISSION AT THE GENERAL ELECTION TO BE
6 HELD NOVEMBER 5, 1985.
7 WHEREAS, the Whatcom County Home Rule Charter, Section 8.11
8 requires that a Charter Review Commission be created at least
9 every ten (10) years to review the Charter; and,
10 WHEREAS, the Commission is to consist of fifteen (15) persons,
11 an equal number from each Council District; and,
12 WHEREAS, in 1985 the Charter form of government will have
13 been in existence for six (6) years since its inception on May 1,
14 1979; and,
15 WHEREAS, all offices created by the Charter will have been
16 subject to election one time since the implementation of the
17 Charter; and,
18 WHEREAS, any organic governing document should be periodically
19 reviewed and updated if necessary, to serve the citizens in the
20 most responsive way possible;
21 NOW THEREFORE, BE IT RESOLVED that there is hereby created a
22 Charter Review Commission under the authority of Article 8 of the
23 Whatcom County Charter;
24 BE IT FURTHER RESOLVED that the Whatcom County Council shall
25 present to the Whatcom County Auditor's Office a proposition
26 calling for the election of fifteen (15) persons to the Charter
27 Review Commission, an equal number from each Council district, for
28 the submission of the voters of Whatcom County on November 5, 1985.
29 The ballot title shall read "Charter Review Commission - Select
30 no more than five (5) names from each district."
31 BE IT FURTHER RESOLVED that in accordance with Section 8.11 of
32 the Whatcom County Charter, there shall be no filing fee required

for candidates to file for these positions.
BE IT FURTHER RESOLVED that the members of this Commission
shall be elected by a County -wide vote.
