RESOLUTION NO. 84 -23
A RESOLUTION.IN THE MATTER OF OPPOSING ,
RATE INCREASES TO RATEPAYERS FOR THE COST
OF ABANDONED PROJECTS AND CONSTRUCTION
WORK IN PROGRESS
WHEREAS, the Public Counsel Section, Consumer and Business Fair
Practice Division of the State Office of the Attorney General has
challenged the legal authority of the Utilities and Transportation
Commission to allow ratepayers to be charged for the cost of
abandoned projects; and,
WHEREAS, the State Supreme Court has determined that the U.T.C.
was acting illegally in p( /&u#ing utilities to charge ratepayers
for construction work in Progress; and,
WHEREAS, the Public CounSer Section of the State Attorney General's
Office has filed a complarNz with the U.T.C, seeking refunds from
utilities for ratepayers aarged increased :rates for construction
work in progress; and,
WHEREAS, a current rate case is seeking to charge ratepayers for
approximately $128 million of its cost: in the abandoned Skagit/
Hanford nuclear plant, along with a return on the investment plus
a profit;
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council
is opposed to attempts to charge ratepayers for the costs of
abandoned projects, and construction work in progress and directs
the County Council Chairperson to transmit this resolution to the
State Utilities and Transportation Commission
PASSED this 19th day of July, 1984,
