7 A RESOLUTION OF INTENT TO JOIN THE FOURTH CORNER
DEVELOPMENT CORPORATION

9 WHEREAS, the Whatcom County Chamber of Commerce and
Industry, in concert with the Whatcom County Council
10 of Governments, the Port of Bellingham, the County
of Whatcom and the City of Bellingham has commissioned
11 a Whatcom County Economic Development Marketing Strategy
for the purposes of generating a net increase in employ-
12 ment, upgrading the quality of local jobs and diversifying
the County's economy; and

WHEREAS, the study has recommended the formation of an,
14 Economic Development Corporation comprised of both
public and private sectors under the leadership of the
15 Whatcom Chamber of Commerce and Industry to accomplish
the goals and objectives expressed therein; and

WHEREAS, an economic development task force has in the
17 interim established the necessary framework for the
formation of said Economic Development Corporation,
18 hereinafter referred to as the Fourth Corner Develop-
,
ment Corporation; and
19
WHEREAS, representatives of the aforementioned public
20 sectors have expressed a shared concern for orderly
economic development, and concur with the establishment
21 of a cooperative effort by participating in and supporting
22 the Fourth Corner Development Corporatiop; and
WHEREAS, the Board of Governors of the Whatcom County
23 Chamber of Commerce and Industry has endorsed the
formation of the corporation,

NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council
25
does hereby declare its intent to join in the support and incorpor-
26
27 ation of the Fourth Corner Development Corporation to work in
partnership with the private sector to maintain and enhance the
28
29 economic well-being -and quality ' of life of the citizenry, PROVIDED,
that the funding provided by the private sector shall be not less
30
than two times that contributed by the County and PROVIDED FURTHER,
31
that the County Execuitve is requested to provide to the County
32
Copncil a service contract setting forth the terms and conditions

of the services to be performed by the corporation and the compen-
sation to be paid by the County.
