HomeMy WebLinkAboutres1984-0051 2 3 4 5 6 7 8 9 "I 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 Draft 1 INTRODUCED BY: HANSEY PROPOSED BY: HANSEY DATE: January 19, 1984 D RESOLUTION NO. 84 -5 A RESOLUTION REQUESTING THE WHATCOM COUNTY PLANNING COMMISSION TO REVIEW THE WHATCOM COUNTY SHORELINE MANAGEMENT PROGRAM AND REPORT RECOMMENDATIONS TO THE COUNTY COUNCIL WHEREAS, Whatcom County adopted its Shoreline Management Program on May 27, 1976 pursuant to Revised,Code of Washington 90.58 (Shorelines Management Act of 1971) which was approved by Department of Ecology, August 27, 1976; and WHEREAS, the Whatcom County Council recognizes that the Cherry Point area and adjacent shorelines represent one of Whatcom County's chief economic and natural resources; and WHEREAS, Cherry Point, because of its deepwater shore- line, has great potential as the location for shore dependent port and industrial use; and WHEREAS, Whatcom County's Comprehensive Plan has desig- nated Cherry Point for heavy- impact industrial use in recognition of such potential; and i WHEREAS, to accommodate the development of the area for the uses intended it is necessary that the Shoreline Ordinance be made more clear and consistent with respect to such uses; and WHEREAS, there currently are no requests for amendments to the Plan for any specific projects, NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council requests the Whatcom County Planning Commission to review the Whatcom County Shoreline Management Program; BE IT FURTHER RESOLVED that the Commission concentrate its review efforts on those portions of the Plan that affect the industrial use of the Cherry Point area, beginning with the policiE and regulations in the sections titled "Port and Industrial," "Dredging," and "Piers and Docks," and including associated section as necessary; llllllll Is 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16- 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 BE IT FURTHER RESOLVED, that the Commission attempt to clear up language in those sections which may be vague or misleading; BE IT FURTHER RESOLVED, that the Commission invite the parti- cipation of all affected user groups, including industrial, fi6hin€ recreational, and commercial groups as well as the Department of Ecology; and BE IT FINALLY RESOLVED, that the Planning Commission is requested to make this effort its top priority, and report its findings, with proposed amendments if any, to the County Council.
