RESOLUTION NO._ 85 -67
A RESOLUTION REGARDING WHATCOM COUNSELING
AND PSYCHIATRIC CLINIC AND THEIR APPLICATION
FOR ALCOHOL CERTIFICATION FROM THE DEPARTMENT
OF SOCIAL AND HEALTH SERVICES
WHEREAS, the residents of Whatcom County who require
treatment for chemical abuse, in the majority of cases are
abusing both drugs and alcohol, and are sometimes in need of
emotional assistance also, and
WHEREAS, this above referred to population is in need of a
place where all these services are available simultaneously, and
WHEREAS, Whatcom Counseling and Psychiatric Clinic is
already duly licensed by the Department of Social and Health
Services to provide both mental health and drug abuse treatment,
and has professionally certified staff to provide professional
care in all three areas: drugs, mental health and alcohol, and
WHEREAS, the Bureau of Alcohol and Substance Abuse on its
own is not allowing alcohol certification for mental health
clinics, and
WHEREAS, the Board of Commissioners of Spokane County has
requested alcohol certification for Spokane Mental Health Center,
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County
Council requests, on behalf of the residents of Whatcom County,
that the Department of Social and Health Services accept the
alcohol certification application from Whatcom Counseling and
Psychiatric Clinic.
