RESOLUTION NO.
A RESOLUTION STATING THE POSITION OF THE
WHATCOM COUNTY COUNCIL REGARDING HOUSE
JOINT RESOLUTION 23, COMMUNITY REDEVELOPMENT
FINANCING
WHEREAS, HJR 23 was passed by the Washington legislature as a
statewide ballot measure for the purpose of authorizing a consti-
tutional amendment which will allow the use of property tax
anticipation financing for public improvements, and
WHEREAS, Community Redevelopment Financing is an economic
development tool successfully used in 28 other states, placing
Washington State at a competitive disadvantage in the national and
international economic development marketplace, and
WHEREAS, the continued improvement of our community infra-
structure is a critical ingredient to attracting and maintaining
private investment and job- creating opportunities, and
WHEREAS, traditional sources of capital for community infra-
structure, such as federal grants and loans, are not as available
as they have been in the past, and
WHEREAS, property tax increases to support Community Redevel-
opment Financing are limited to only those areas which directly
benefit from the public improvement,
NOW, THEREFORE BE IT RESOLVED THAT that Whatcom County
Council finds that passage of .HJR 23 will be an important step in
providing tools to aid in the economic development of our region.
