HomeMy WebLinkAboutres1985-0371 2 3 4 5 6 7 8 9 10 it 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 INTRODUCED BY: Muenscher PROPOSED BY: Public Works DATE INTRODUCED: July 25, 1985 RESOLUTION NO. 65-37 A RESOLUTION RELATING TO SOLID WASTE DISPOSAL AND RESCINDING RESOLUTION NO. 83 -36, A RESOLUTION DECLARING WHATCOM COUNTY'S INTENT TO COOPERATE WITH THE CITY OF BELLINGHAM AND REQUESTING THE WASHINGTON STATE DEPARTMENT OF ECOLOGY TO APPROVE THE CITY OF BELLINGHAM AS LEAD AGENCY FOR MATCHING STATE FUNDING FOR SOLID WASTE FACILITIES. WHEREAS, the Whatcom County Council did approve Resolution No. 83 -36 of the 18th day of August 1983, establishing the City of Bellingham's and Whatcom County's respective authority and responsibility for the implementation of a long -range solution to both jurisdictions' solid waste disposal needs and requesting that the Washington State Department of Ecology approve the City of Bellingham as the lead agency for matching State funding for a solid waste faci• lity; and WHEREAS, the City of Bellingham Council did approve Resolution No. . 56 -1983 on July 18, 1983 agreeing to assume direct responsibility and implemen- tation authority as set forth in Whatcom County Resolution No. 83 -36; and WHEREAS, the City of Bellingham did develop, or caused to be developed through consulting engineers, an energy recovery facility feasibility study and provided an alternate provision through contractual agreement with Thermal Reduction Company; and WHEREAS, the City of Bellingham entered into an agreement with Thermal Reduction Company to provide City disposal services for a minimum of ten years with extension options; and WHEREAS, the County and the other incorporated cities within the count, are not prepared at this time, without further analysis, to enter an agreement with Thermal Reduction Company; and WHEREAS, the other cities have requested that the County retain lead agency status to coordinate and develop a solid waste disposal program for.all the cities and unincorporated areas excepting the City of Bellingham; Resolution - 1 Date Drafted: 7/17/85 d), �, e , 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 2 23 24 25 26 27 28 29 30 31 32 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that Resolution No. 83 -36 is hereby rescinded and the County Executive is requested to notify the Washington State Department of Ecology as to the County's intent to retain lead agency for matching State funding for solid waste facilities; and BE IT FURTHER RESOLVED that the Whatcom County Executive is requested to appoint a special committee for the purpose of developing a program and implementing necessary changes within the Solid Waste Comprehensive Plan for approval by the Washington State Department of Ecology; and BE IT FURTHER RESOLVED that the City of Bellingham is respectfully requested to concur with this resolution by rescinding City of Bellingham Resolution No. 56 -1983.
