RESOLUTION NO. 85- 15
• RESOLUTION IN THE MATTER OF ADOPTING
• SALARY SCHEDULE FOR THE UNREPRESENTED
WHATCOM COUNTY EMPLOYEES FOR THE LAST
NINE MONTHS OF THE YEAR 1985
WHEREAS, it is necessary to establish the salaries of the unrepre-
sented employees, and
WHEREAS, the Whatcom County Council has adopted the concept of a
salary grid of twenty -eight Ranges and seven Steps plus an Entry
Step in each Range as the basis for establishing salaries for the
unrepresented employees, and
WHEREAS, the Council intends that all unrepresented employees with
the exception of the Elected Officials be placed within a specific
Range of the aforementioned basic salary grid for pay purposes; and
WHEREAS, the Council has requested, and the Finance Committee has
received a report from Donworth, Taylor and Company which re-
examined unrepresented employee salary placement within the salary
grid; and,
WHEREAS, the Finance Committee has reviewed and has recommended the
implementation of the consultant's report under the conditions
included below;
NOW, THEREFORE, BE IT RESOLVED:
1) That the term "unrepresented" employee shall include elected
and exempt employees. That the term "elected official" shall
include only those officials elected pursuant to the provi-
sions of the Whatcom County Charter and Washington 'State Law.
.That the term "non- represented" employee shall include all
other unrepresented employees.
2) That the salaries of the Whatcom County Elected Officials
shall be established as set forth in Exhibit A.
3) That the salaries of the non - represented employees be set at
the Ranges established in Exhibit B.
4) That all changes in salary and benefits as a result of enact-
ment of this Resolution shall become effective April lst, 1985.
5) That the eligible unrepresented employees shall be granted the
following benefits, and that the benefits shall include full
premium payment for the employee, spouse, and dependent
children of the employee.
a) Health and Welfare benefits comparable to the Whatcom
Medical Bureau Plan #405 currently in effect, including
prescription drug care.
b) Dental insurance comparable to the Washington Dental
Service Program #126 currently in effect.

c) Vision care comparable to the Teamster's Vision Care Trust
Fund (standard care plan) currently in effect.
d) Life insurance in the face amount of $5,000 for each non -
represented employee. (Dependent coverage premium to be paid
by the employee.)
6) That County payment of premium for benefits of unrepresented
employees be made on behalf of employees who receive compen-
sation during a calendar month. Compensation is defined for
this purpose in this Resolution as payment of wages for work
performed, vacation, accrued sick leave, or other paid leave;
provided that said work, vacation, and /or other paid leave
must equal or exceed payment for one - hundred and twenty (120)
hours in a calendar month. Income resulting from an industrial
injury to a maximum of twelve (12) months from the date of
the injury shall also be credited as compensation.
7) That any change in salary or classification of unrepresented
employees covered by the attached schedules must receive prior
approval of the Whatcom County Council, except in a case where
implementation of the 3.8% increase authorized below for
employees reclassified or promoted in mid -year results in
their salary exceeding the stated salary in this Resolution.
Provided further that any non - represented employee assigned
initially to the entry Step of a Range shall move to Step One
of the Schedule in accordance with the following schedule.

July January lst
August January lst
September January lst
October July lst following year
November July lst following year
December July lst following year
Movement to Step Two will occur on January lst of the year
following movement to Step One. Subsequent Step movements
shall occur on January lst of each year.
Reclassification of exempt positions will normally take effect
on January lst of each year. With regard to the reclassifica-
tion changes recommended by the consultant, the recommendations
are adopted effective April lst, 1985, and the positions iden-
tified are placed in the new Ranges. Provided, however, that
those incumbents whose salary is higher than the recommended
Range shall be frozen at that rate and will receive no pay
increase until future adjustments to the pay schedule cause
Step 7 of the assigned Range to exceed their present rate of
pay. Provided further, that those individuals whose positions
are place in higher Ranges shall remain at the present wage
rate until January lst, 1986 at which time their. salary shall
be adjusted to the new Range and Step in accordance with the
procedure outlined below.

Individuals who are promoted or reclassified into a higher
level position will move to the step in the new Range which
provides a minimum of 3.8% increase in pay in lieu of their
scheduled annual pay Step. In the event a reclassification or
promotion takes effect at a time other than January 1st, with
the exception noted above, those individuals reclassified or
promoted before July lst shall move to the next step on the
following January lst. Those reclassified or promoted on or
after July lst will move to the next step a year from the
following January.
8) That-for the purposes of vacation schedule, sick leave bene-
fits, bereavement leave, jury duty, military leave, and paid
holidays, exempt employees shall be entitled to the same bene-
fits as outlined in the Inside Collective Bargaining Agreement
provided that the eligibility requirements of paragraph 6,
above, and any special requirements of the Inside Contract are
met; and provided further, that the provisions for overtime
payment do not apply to unrepresented employees.
9) That in the event Whatcom County should ever be affected by a
strike of its employees, the County Executive is empowered to
authorize overtime pay for exempt employees during the period
of the strike.
10) That in the event of clerical error and /or an unrepresented
employee is not included on this listing, or a salary is
miscalculated, salary and benefits for said employee shall be
corrected and made retroactive to the appropriate date, but
in no case to a date earlier than January 1, 1985.
NOW THEREFORE, BE IT RESOLVED that Resolution No. 84 -43 of the
County Council of Whatcom County, Washington, dated the 28th
day of November 1984 and all amendments thereto, are hereby
rescinded effective April lst, 1985, and that this Resolution
shall become effective that same date.
