RESOLUTION NO. 85 -14
A RESOLUTION IN THE MATTER OF APPLICATION
TO THE SECRETARY OF THE INTERIOR FOR AND
SECURING TRANSFER OF REAL PROPERTY OWNED
BY THE UNITED STATES, MORE COMMONLY KNOWN
AS BLAINE AIR FORCE STATION, TO WHATCOM
COUNTY AND GIVING THE PARK DIRECTOR THE
AUTHORITY TO PERFORM ALL DUTIES IN THE
ACQUISITION AND MAINTENANCE OF SAID PROPERTY
WHEREAS, certain real property owned by the United States
located in the County of Whatcom, State of Washington, has been
declared surplus and at the discretion of the General Services
Administration, may be assigned to the Secretary,;of the Interior
for disposal for public park or recreation purpq es, under the
provisions of Section 203 (k) (2) of the Federal.,°- ,.Vroperty and
Administrative Services Act of 1979 (63 Stat. 3$7), as amended,
and rules and regulations promulgated pursuant l ereto, more
particularly described as follows:
That portion of the NW quarter SE quarter of_$ection 31,
Township 40 N.,Range 1 E. W.M., Whatcom Counhty, Washington,
more particularly described as follows:
Beginning aS the center quarter corner of paid Section 31;
thence S 35 51110" E 63.17 feet to the true point of
beginning, thence S 87 46'01" E 425.10 feet ;,thence S
01 54106" W 382.86 feet; thence N 87 °46'11" W 161.12 feet;
thence N 01 °48'32" E 150 00 feet; thence N 87 °46'11" W
263.36 feet; thence N 01648'32" E 232.89 feet; to the true
point of beginning.
And
That portion of the NW quarter of the SE quarter of Section
31, Township 40 N., Range 1 E., W.M., Whatcom County,
Washington, more particularly described as follows:
Beginning ag the Center quarter corner of said Section 31,
thence S 58 29137" E 92.36 feet to the true point of
beginning; thence S 87 39119" E 150614 feet; thence N
O1 55124" E 75.00 feet; thence N 87 39119" W'150.17 feet;
thence S 01 °54'06" W 75.00 feet to the true point of
beginning.
TOGETHER with improvements located thereon.
TOGETHER with two oil storage tanks located east of Building
800.

Acreage Being Requested: Approximately 2.38
WHEREAS, Whatcom County needs and will utilize said property
in perpetuity for a public park or recreation area as set forth
in its application and in accordance with the requirements of
said Act and the rules and regulations promulgated thereunder;
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
Section 1:
Whatcom County shall make application to the Secretary of the
Interior for, and secure transfer to it, of the above mentioned
property for said use upon and subject to such exceptions, reser-
vations, terms, covenants, agreements, conditions and restrictions
as the Secretary of the Interior, or his authorized representative
may require in connection with the disposal of said property under
said Act and the rules and regulations issued pursuant thereto.
Section 2:
Whatcom County has legal authority, is wil� ng and is in a
position to assume immediate care and maintenancgl',,pf the property
and that Roger A. DeSpain, Director, Whatcom Couppy Park and
Recreation Board be, and he is hereby authorized, for and on
behalf of the County of Whatcom, to do and perform, any and all
acts and things which may be necessary to, carry :atut the foregoing,;;
resolution including the preparing, making and filing of plans,
applications, reports and other documents, the execution, accep-
tance, delivery and recordation of agreements, deeds and other
instruments pertaining to the transfer of said-property, including
the filing of copies of the application and the.,,ponveyance docu-
ments in the records of the governing body, and;Ithe payment of any
and all sums necessary on account of the purchase price thereof
or fees or costs incurred in connection with the :transfer of said
property for survey, title, searches, recordation or instruments,

or other costs identified with the Federal surplus property
acquisition; provided, however, that all final applications or
contracts shall be subject,to the approval of the Whatcom County
Council.
