RESOLUTION NO. 85 -8
A RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE TO
ENTER INTO A CONTRACT FOR CONSULTING SERVICES
WITH WILLIAM T. FOLLIS, JR., M.A.I., FOR
RIGHT -OF -WAY APPRAISALS ON WEST AXTON ROAD
BETWEEN GUIDE MERIDIAN AND NORTHWEST ROAD.
WHEREAS, the Whatcom County Council has determined that it is necessary
to obtain appraisals on approximately 40 parcels for right -of -way acquisition on
the West Axton Road between the Guide Meridian (SR 539) to Northwest Road; and
WHEREAS, it has been determined by the Whatcom County Council that it is
necessary to obtain said appraisals prior to commencement of road construction
in 1985 and that all appraisals must be completed before March 31, 1985; and
WHEREAS, each parcel of land.will require its own separate appraisal;
and
WHEREAS, all parcels shall meet the correct requirements of the
Washington State Department of Transportation; together with all Federal, State
and County laws and regulations; and
WHEREAS, the Washington State Department,of Transportation does require
that an appraisal report which is a written document containing at least the
following:
a. The purpose of the appraisal, which includes a statement of the
estimated value and the rights of interests being appraised.
b. Identification of the property and its ownership.
C. A statement of appropriate contingent and limiting conditions, if
an y.
d. An adequate description of the neighborhood, the property, the
portion of the property or interest therein being acquired and the remainder(s),
if any.

e. Identified photographs of the property including all principal
above - ground improvements or unusual features affecting the value of the pro-
perty.
f. A listing of all the buildings, structures, fixtures, and other
improvements which the appraiser considered part of the real property to be
acquired.
g. The estimate of just compensation for the acquisition. In the
case of a partial acquisition, allocate the estimate of just compensation for
the property to be acquired and for damages to remaining property in either the
report or a separate statement.
h. The data and analyses (or reference to same) to explain, substan-
tiate, and document the estimate of just compensation.
i. The date to which the estimate of just compensation applies.
j. The certification, signature, and date of signature of the
appraiser.
k. Other descriptive material (maps, charts, plans, photographs).
1. The Federal -aid project number and parcel identification.
M. The Minimal Value Appraisal Report may be used on acquisitions
under $5,000; however, not to be used if proximity damages or severance damages
are involved.
WHEREAS, it has been determined that William T. Follis, Jr., M.A.I.,
has'the appropriate expertise and experience for the purpose of providing the
County with right -of -way appraisals; and
WHEREAS, the consultant, William T. Follis, Jr., M.A.I., hereby
agrees to perform those services specifically set forth within the agreement
between Whatcom County and the consultant; \
NOW, THEREFORE, BE IT RESOLVED that the County Executive.is hereby
authorized to enter into an agreement by and between Whatcom County and William
T. Follis, Jr., M.A.I., to perform the services as stipulated herein and in the
Request for Proposal for Right -of -way Appraisals - West Axton Road.

The agreement for consulting services between the County and the con-
sultant, William T. Follis, Jr., M.A.I., shall stipulate reimbursement to the
consultant for services rendered in an amount not to exceed $11,000.00 and said
sum shall include cost and incidentals to and necessary for completion of all
work required as set forth herein. The sum shall be paid in monthly
installments as costs are billed and incurred by the consultant.
