RESOLUTION NO. 85 -6
A RESOLUTION OF THE WHATCOM COUNTY COUNCIL
EXPRESSING OPPOSITION TO THE PROPOSED LAND-
FILL TO BE LOCATED ON THE INTERNATIONAL
BORDER, AND SUPPORTING THE CITY OF BLAINE
IN THEIR EFFORTS TO PROTECT THE BLAINE
WATERSHED FROM POTENTIAL CONTAMINATION.
WHEREAS, the City of Blaine has learned that the potential
exists for contamination of its watershed due to a proposed sanitary
landfill which may be developed by the Lower Mainland Refuse Projec
of British Columbia, and
WHEREAS, the Whatcom County District Health Officer has
expressed strong concern about the proposed site due to high poten-
tial for contamination, and provided the City of Blaine with a
Water Supply Bulletin published by the State of Washington reflecti
lextensive studies of the region referred to as "the boundary upland'
lin which the acquifer beneath the Blaine Watershed is said to be
recharged from water originating from extensive gravel beds lying
north of the international boundary, and
WHEREAS, the Lower Mainland Refuse Project may site a major
sanitary landfill entirely within a gravel pit called the "border
Langley site ", which lies directly on the international boundary
and less than one mile from the Blaine watershed, and
WHEREAS, the United States Environmental Protection Agency
Regional Administrator has also expressed serious concerns about
the proposed landfill after sending a team of water specialists
who reported that the risk of contamination.to the Blaine City
Watershed was high, and
WHEREAS, the City of Blaine has informed the Whatcom County
Council about the potential for contamination of drinking water
within the jurisdiction of Whatcom County, Washington State, and

WHEREAS, it is apparent that more persons may be directly
affected by water contamination outside -of the city of Blaine than
within its boundaries, since it is apparent that the City of Blain(
is a regional supplier of domestic water to its immediate environs
including the entire community of Birch Bay, Bell - Jackson and other
areas adjoining the City of Blaine, and
WHEREAS, it is the duty of the elected governing body of
Whatcom County to have a vested interest in the health and welfare
of citizens who depend wholly on water supplied by the City of
Blaine but also who are within a jurisdiction governed by Whatcom
County, or a municipality within the county,
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council
does join with the City of Blaine in its opposition to a proposed
landfill located on the international border, and called the
"Border- Langley" landfill site, as it appears certain that the saic
Border - Langley site has a high risk of contamination to the City
of Blaine's watershed, should it be developed into a sanitary
landfill, and
BE IT FURTHER RESOLVED that the Chairman of the Whatcom County
Council shall communicate on behalf of''Whatcom'.County this
opposition in writing to the Premier of British Columbia, to the
Minister of the Environment of British Columbia, and to the project
manager of the Lower Mainland Refuse Project, and respectfully
request that the so- called "Border - Langley" site be removed from
the list of candidate sites immediately.
