WHEREAS, the United States Congress has passed the Comprehensive Omnibus Budget Reconciliation Act (COBRA) of 1986, and, WHEREAS, under the terms of the Act, the County is required to provide qualified terminating employees and their dependents an opportunity to retain certain health benefit coverages under the various Whatcom County's health benefit programs. NOW THEREFORE, BE IT RESOLVED: (1) That the County adopts the terms of COBRA relating to the continuation of qualified terminating employees health benefit coverage under the WMB Plan 405 effective with the expiration of the Corrections Officer Collective Bargaining Agreement. (2) That the County will adopt the terms of COBRA for the Teamster Trust Fund health benefit plans when those plans become COBRA eligible. (3) That the rates to be charged eligible terminated employees and retirees be set annually in accordance with the terms of COBRA,.For the WMB Plan 405, rates be actuarially established separately for "subscriber ", "spouse ", "first child ", and "all additional children ", and that the two percent (2 %) administra- tive fee permitted by COBRA be added to those rates. (4) That the County adopt the terms of COBRA for terminating Nor -Bell Employees effective January 1, 1987, at the rates established by WMB for that Plan, plus the two percent (2 %) admi- nistrative fee.
