HomeMy WebLinkAboutres1986-0571 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 Draft 1 DATE October 16, 1986 INTRODUCED BY CONSENT PROPOSED BY County EXecut ive RESOLUTION NO. 86 -57 A RESOLUTION IN THE MATTER OF ADOPTING A SALARY SCHEDULE FOR THE UNREPRESENTED WHATCOM COUNTY EMPLOYEES FOR THE YEAR 1987 WHEREAS, it is necessary to establish the salaries of the unrepre- sented employees, and WHEREAS, the Whatcom County Council has adopted the concept of a salary grid of twenty -eight Ranges and seven Steps plus an Entry Step in each Range as the basis for establishing salaries for the unrepresented employees, and WHEREAS, the Council intends that all unrepresented employees with the exception of the Elected Officials be placed within a specific Range of the aforementioned basic salary grid for pay purposes. NOW, THEREFORE, BE IT RESOLVED: 1) That the term "unrepresented employee" shall include elected and non - represented employees. That the term "elected official" shall include only those officials elected pursuant to the provisions of the Whatcom County Charter and Washington State Law. That the term "non- represented employee" shall include all other unrepresented employees. 2) That the salaries of the Whatcom County Elected Officials shall be established as set forth in Exhibit A. 3) That the salaries of the non - represented employees be set at the Ranges established in Exhibit B. 4) That all changes in salary and benefits as a result of enact- ment of this Resolution shall become effective January 1st, 1987. 5) That the eligible unrepresented employees shall be granted the following benefits, and that the benefits shall include full premium or contribution for the employee, spouse, and dependent children of the employee. a) Health and Welfare benefits comparable to the Whatcom Medical Bureau Plan #405 including prescription drug care. b) Dental insurance comparable to the Teamster's Dental Trust Program. 10 -15 -86 Draft.l (RESNONU) 8 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 c) Vision care comparable to the Teamster's Vision Care Trust Fund (standard care plan) currently in effect. d) Life insurance in the face amount of $5,000 for each non- represented employee. (Dependent coverage premium to be paid by the employee.) 6) That County payment of premium for benefits of unrepresented employees be made on behalf of employees who receive compen- sation during a calendar month. Compensation is defined for this purpose in this Resolution as payment of wages for work performed, vacation, accrued sick leave, or other paid leave; provided that -said work, vacation, and /or other paid leave must equal or exceed payment for one - hundred and twenty (120) hours in a calendar month. Income resulting from an industrial injury to a maximum of twelve (12) months from the date of the injury shall also be credited as compensation. 7) That except for the conditions outlined in paragraph 9), any change in salary or classification of non - represented employees covered by the attached Exhibits must receive prior approval of the Whatcom County Council, except in a case where implementation of the 3.88 increase authorized below for employees reclassified or promoted in mid -year results in their salary exceeding the stated salary in this Resolution. Provided further that any non - represented employee assigned initially to the entry Step of a Range shall move to Step One of the Schedule in accordance with the following schedule. Employed during: Move to next Step, same year January July 1st February July 1st March July 1st April January 1st next year May January 1st June January 1st July January 1st August January 1st September January 1st October July 1st following year November July 1st following year December July 1st following year Movement to Step Two will occur on January 1st of the year following movement to Step One. Subsequent Step movements shall occur on January 1st of each year. Reclassification of non - represented positions will normally take effect on January 1st of each year. Individuals who are promoted or reclassified into a higher level position will move to the step in the new Range which provides a minimum of 3.88 increase in pay in lieu of their scheduled annual pay Step. In the event a reclassification or promotion takes effect at a time other than January 1st, those individuals reclassified or promoted shall move to the next step according to the above schedule. 8) That for the purposes of vacation schedule, sick leave bene- fits, bereavement leave, jury duty, military leave, and paid holidays, non - represented employees shall be entitled to the same benefits as outlined in the Inside Collective Bargaining Agreement provided that the eligibility requirements of paragraph 6, above, and any special requirements of the Inside Contract are met; and provided further, that the pro- visions for overtime payment do not apply to non - represented employees. (RESNONUI) 10 -15 -86 4 8 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 71S-T7UTE PAGE 2 9) In the event a wage increase, or a step freeze should be negotiated between the Teamster's "Inside" collective bargaining unit and Whatcom County for the calendar year 1987, the non - represented employees shall follow the terms of that agreement for the purposes of wages, step and benefit coverage. That is, any wage increase, if negotiations con- tinue beyond January 1, 1987, shall be retroactive to January 1, 1987; any step freeze shall also apply to the non - represented employees; any change in the benefit package carriers shall also apply to the coverage of the non - represented employees, and to any former employee eligible or covered by:the Comprehensive Omnibus Budget Reform Act of 1986, (COBRA). Should a step freeze be negotiated, non - represented employees shall remain at the same step at which they were paid in December 1986. Reclassified employees shall move to the appropriate step in the new Range, but shall receive no further step increase during the year 1987. 10) That in the event Whatcom County should ever be affected by a strike of its employees, the County Executive is empowered to authorize overtime pay for non - represented employees during the period of the strike. 11) That in the event of clerical error and /or an non - represented employee is not included on this listing, or a salary is miscalculated, salary and benefits for said employee shall be corrected and made retroactive to the appropriate date, but in no case to a date earlier than January 1, 1987. 12) The Council recognizes that the County's employees are its mos important resource. The exempt or non - represented employees ar a unique and special category of employee that does not nego- tiate for wages, hours and working conditions; has no formal grievance procedure; has no job security or seniority and work under the "employee at will" doctrine; in most cases has no right to overtime pay, yet is responsible for high level deci- sion making and ensuring effective and efficient programs of services. The Council requests the Administration to review th County's personnel policies and procedures and make recommen- dations during 1987 regarding exempt employees to ensure a mot vated and professional work force to conduct the public's business in Whatcom County. NOW THEREFORE, BE IT RESOLVED that Resolution No. 85 -61 of the County Council of Whatcom County, Washington, dated the 25th day of November 1985 and all amendments thereto, are hereby rescinded effective January 1st, 1987, and that this Resolutio shall become effective that same date.
