HomeMy WebLinkAboutres1986-0551 2 3 4 5 6 7 8 9 10 11 12 13. 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 INTRODUCED BY: CONSENT PROPOSED BY: County Executive DATE INTRODUCED: 11/6/86 RESOLUTION NO. 86 -55 A RESOLUTION ADOPTING THE SIX -YEAR PHYSICAL PLANT AND FACILITIES CAPITAL IMPROVEMENT PROGRAM RELATING TO BUILDINGS AND FACILITIES FOR WHATCOM COUNTY, WASHINGTON WHEREAS, it is in the public interest to plan ahead regarding the future needs and demands of county government to most adequately and cost - effectively serve the needs of the citizens of the county; and WHEREAS, by the power given in the Whatcom County Home Rule Charter Section 3.22(e) and the requirement of Section 6.30 for a proposed capital improvement program for the next six fiscal years to be included with the pro- posed annual budget; and WHEREAS, by direction of the County Council in Ordinance 82 -69 the County Executive is to prepare and submit to the County Council comprehensive plans for the long -term capital improvement needs of the County; and WHEREAS, Resolution 83 -9 stipulates that the County Executive shall annually prepare, recommend, and update this plan for the Council's con- sideration by November 1st of each year; NOW, THEREFORE, BE IT RESOLVED that Exhibit A attached hereto entitled "Whatcom County Six -Year Physical Plant and Facilities Capital Program" for the years 1987 through 1992, prioritizing and outlining the County's future needs and recommending funding sources, is hereby adopted. BE IT FURTHER RESOLVED, that the departments and agencies of County government in the conduct of their duties and in the preparation of their budgets, shall be guided by and and carry out the policies established herein and that the County Executive shall require the Director of Public Works to pre pare and recommend to the County Executive and the County Council for approval an annual update of Exhibit A entitled "Whatcom County Six -Year Physical Plant and Facilities Capital Program." GENERAL PUBLIC SUPPORT - Is there moderate to sufficient public support for the requested improvement? PUBLIC HEALTH OR SAFETY - Does the improvement affect an increase in public health or safety - generally, specifically, and in real terms?
