HomeMy WebLinkAboutres1986-0471 21 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 .21 22 23 1 24 25 26 27 28 29 30 31 32 SUBSTI . � fE RESOLUTION INV RODUCL D BY: ier PROPOSED BY: Warner - DATE: September 18, 1986 RESOLUTION NO. 86-47 A RESOLUTION EXPRESSING THE CONCERN OF THE COUNTY OF WHATCOM IN REGARD TO BURNING OF HAZARDOUS MATERIALS BY THE COLUMBIA CEMENT CORPORATION AND REQUESTING FORBEARANCE OF SUCH BURNING WHEREAS, the Columbia Cement Corporation is located in the unincorporated area of Whatcom County adjacent to a densely populated area; and WHEREAS, the Columbia Cement Corporation has experimented with burning hazardous materials at its plant site and has requested a permit allowing indefinite burning of such waste materials; and WHEREAS, the burning of hazardous waste materials can be harmful to the public health, safety, and welfare; and WHEREAS, this community lacks the equipment and personnel necessary to deal with emergency situations which might arise from the burning of hazardous wastes; and, WHEREAS, the issue of. siting of such facilities for the burning of hazardous wastes must be approached in a deliberate and judicious manner to minimize the risk of catastrophe to a large population; NOW, THEREFORE, BE IT RESOLVED BY THE WHATCOM COUNTY COUNCIL that Whatcom County is extremely concerned with the hazards connected with the storage and burning of these wastes, and requests that Columbia Cement Corporation forbear burning of hazardous materials and that the Northwest Air Pollution Authority and the State of Washington not permit such burnings at the Columbia Cement Plant until it is established by clear and convincing evidence that burning of such waste can be accomplished and monitored in a safe manner without adverse effects to humans or their environment.
