RESOLUTION NO. 86 -40
A RESOLUTION SETTING A SPECIAL ELECTION
WITHIN THE CITY OF BLAINE TO DETERMINE
IF THE CITY OF BLAINE SHALL BE ANNEXED
INTO THE RURAL LIBRARY DISTRICT
WHEREAS, R.C.W. 27.12.360 allows a city the size
of Blaine to enact an Ordinance annexing it to the rural
library district; and,
WHEREAS, the City of Blaine has enacted such an
Ordinance; and,
WHEREAS, the Ordinance has been reviewed, by the State
Library as well as the Blaine Library Board in accordance with
state law and the Boards have recommended annexation; and,
WHEREAS, after this has occurred R.C.W. 27.12.370
indicates that the County legislative authority shall by
Resolution call a special election to be held in such city
at the next date provided in R.C.W. 29.13.010; and,
WHEREAS, R.C.W. 29.13.010 allows for a special election
to be set on the day of the primary election if an emergency
is found; and,
WHEREAS, the Whatcom County Council finds that an
emergency does exist in this case as the grant received by
the City of Blaine requires construction to begin within
six (6) months of receiving the grant. If the issue is placed
on the November ballot it will be impossible for the city
to meet this deadline, thereby defecting the very vote taken.
NOW, THEREFORE BE IT RESOLVED that a special election
conducted by the Whatcom County Auditor's Office shall be
set within the City of Blaine for the third Tuesday in September
which is the 16th day of September, 1986.
BE IT FURTHER RESOLVED that the Whatcom County Auditor's
Office shall cause notices of said special election to be
given in accordance with R.C.W. 29.27.080.
BE IT FURTHER RESOLVED that said election shall be
conducted in accordance with R.C.W. 27.12.370 and the other
general laws of the State of Washington as applied by the
Whatcom County Auditor.
