IN THE MATTER OF AMENDING THE COUNTY ) 1986 ROAD CONSTRUCTION PROGRAM BY ADDING ) THERETO UPGRADING OF BAKERVIEW ROAD FROM ) IRONGATE TO HANNEGAN ROAD AND HANNEGAN ) R E S O L U T I O N ROAD FROM BAKERVIEW ROAD TO THE CITY ) LIMITS OF BELLINGHAM TO ALL WEATHER ) STANDARDS ) WHEREAS, the Whatcom County Council adopted, by Resolution 85 -60, the Whatcom County 1986 Road Construction Program; and WHEREAS, the Whatcom County Council has determined that it is necessary that said program be amended to include Item No. 26, Project No. 99157, Upgrading Bakerview from Irongate to Hannegan and Hannegan from Bakerview to the city limits. IT IS HEREBY RESOLVED by the Whatcom County Council that it is their intent to construct the upgrading of Bakerview Road from Irongate to Hannegan and Hannegan from Bakerview to the city limits of Bellingham to all weather standards as described herein in the fiscal year of 1986 and that the Whatcom County 1986 Road Construction Program is hereby amended. BE IT FURTHER RESOLVED that appropriation from the officially adopted road fund budget based on the County Engineer's estimate is hereby made in the amount and for the purpose shown: PURPOSE A M O U N T OF A P P R O P R I A T I O N Engineering $ 8,302.00 Construction 103,774.00 Contingencies @ 10% 11,207.00 T O T A L $123,283.00 M This project is included in the officially adopted annual road program as Item # x The project is hereby made a part of the officially adopted annual road program in accordance with RCW 36.81.130 as Item # 26 BE IT FURTHER RESOLVED that: (Check appropriate box.) It is growing in importance as development continues in that area. The necessary tests have now been performed to determine what would be required to accomplish this. The requirements are outlined in the attached memo from Paul Rushing, Public Works Director. I recommend the Council authorize Public Works to proceed with this project immediately. If authorized now, it can easily be bid and carried out during the 1986 construction season, and will assure all - weather access during the next winter season. Funding is available to allow adding this project due to the federal funding we are obtaining to assist us on the Gooseberry Point Ferry Terminal project. To accomplish the above, the Council will need to amend the One - Year Road Plan to add the project. Again, I urge your approval of the proposed amendment to the Plan. Rushing, Director of Public Works SUBJECT: Upgrading Bakerview and Hannegan roads to All- weather standards This office, at the request of the County Council, has performed the necessary tests to determine whether Bakerview Road from Irongate to Hannegan and from Hannegan to the city limits is or is not to all- weather standards. The test analysis indicates these sections of the above - mentioned roads are not to all - weather standards. Attached hereto is an analysis of what will be required to upgrade the Bakerview and Hannegan roads (two alternates). Alternate design No. 1, including engi- neering and construction, totals $123,283. This design would include paved shoulders or BST. Alternate design No. 2, including engineering and construc- tion, totals $116,689. Alternate No. 2 provides for crushed rock shoulders. If it is the desire of the County Council to accomplish this proposed improve- ment this year, it would necessitate amendment to the annual road program. Said amendment would be by resolution requiring unanimous vote of the Council members present at the meeting at which the resolution comes before the Council. If it is the desire of the Council to include this in the 1987 annual road program, we would allocate sufficient funds in the 1987 road budget. Said resolution was requested by The Honorable C. J. Johnson, Chairperson of the Council Public Services Committee. This resolution makes it a part of the 1986 program after unanimous vote of the Council present at the meeting. This office would appreciate your review, approval and placing it on the agenda for the Public Services Committee's June 19th meeting and on the regular Council agenda for the 19th. Also attached is a letter to Councilman Johnson, as per his request, for your review, approval and forwarding to Councilman Johnson.
