HomeMy WebLinkAboutres1986-0141 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 INTRODUCED BY: Consent PROPOSED BY: Hawley DATE: 3 -20 -86 RESOLUTION NO. 86 -14- A RESOLUTION OPPOSING SECTION 145 OF THE TAX REFORM ACT OF 1985 WHEREAS, Section 145 of the Tax Reform Act of 1985 (HR- 3838), if included within the Tax Reform Act; passed by the Senate; and signed by the President, will place a new and costly burden on local government not only in Whatcom County but throughout the nation; and, WHEREAS, this action comes at a time when the federal government is drastically decreasing its financial support of local government; and, WHEREAS, the section of fiscal impact is Section 145 of the Tax Reform Act which would require the local government to report to the Internal Revenue Service the amount of real and personal tax paid by each individual and would require the local govern- ment to link Social Security numbers to property ownership records; and, WHEREAS, this process would be very costly to local govern- ments at a time of limited resources. NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council states that it is clearly opposed to Section 145 of the Tax Reform Act of 1985 and that it will severely impact our already limited resources at a time when the federal government is already eliminating its support of our functions. BE IT FURTHER RESOLVED that we request that our United States Senators oppose Section 145 of the Tax Reform Act of 1985 as it will severely impact the citizens of Whatcom County by making it impossible financially to operate at our present level yet comply with these costly federal provisions. ge �2.y 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 BE IT FURTHER RESOLVED that the Whatcom County Council objects to being required to expend local funds in an effort to comply with federal provisions at a time when the federal government is eliminating the Federal Shared Revenue Program; therefore, causing a severe fiscal impact on local government already.
