A RESOLUTION TO CLOSE THE CEDARVILLE LANDFILL WHEREAS, Whatcom County has the responsibility for the protection of the public health and safety and disposal of the solid waste that has accumulated within Whatcom County; and WHEREAS, Whatcom County has an existing landfill known as Cedarville; and WHEREAS, the Department of Ecology and.Bellingham /Whatcom County Health District has requested Whatcom County to bring this landfill into compliance with the regulations relating to the operation of landfill sites; and . WHEREAS, Whatcom County in good faith has entered a contract for and received investigation results of the Cedarville landfill site from Harper -Owes, with consultants of Sweet, Edwards and Associates, Inc.; and WHEREAS, the investigation report states in general, that the ground water sampled from the three monitoring wells at the Cedarville landfill site is of relatively good quality and does meet the drinking water standards as set out in the Washington Administrative Code; and WHEREAS, if the Cedarville site was to continue to be used as a landfill site, a leachate collection system would have to be constructed under the Washington Administrative Code; and WHEREAS, if the landfill site were closed, it is not absolutely required that a similar system be installed; and WHEREAS, the neighbors surrounding the site favor the site's closure; and WHEREAS, it has been estimated that the costs of closing the landfill site is between $500,000 and $1,000,000; and solution - 1 1 WHEREAS, monies to support the continuance or closure of 2 the landfill have to be generated through solid waste fees and 3 through the help of the Department of Ecology; and 4 WHEREAS, the Cedarville landfill is now only receiving 5 approximately 30 to 35 tons per day; and 6 WHEREAS, the Thermal Reduction Corporation and the Olivine 7 Corporation, by upgrading their respective incineration 8 facilities to meet the Federal, State and Northwest Air Pollution 9 standards, will be able to draw more from the now existing 30 to 10 35 tons per days which is going to Cedarville leaving the 11 Cedarville landfill economically non - supportive and, . in fact, 12 not needed for Whatcom County as the materials going to the 13 Cedarville site presently would be able to be diverted to these 14 two incineration plants; and 15 WHEREAS, Whatcom County has the responsibility to have a 16 site available in case of down times or emergencies relating .to 17 solid waste disposal; and 18 WHEREAS, to meet this responsibility, the Council feels that 19 a small area at the Cedarville site is adequate, or an alter - 20 native wouild be to locate a new small landfill site to be set 21 aside for such down times or emergencies with the approval of the 22 Department of Ecology and Bellingham /Whatcom County Health 23 District; and, 24 WHEREAS, the private property owners within the Cedarville 25 landfill area have a concern for their health and safety and 26 the water quality in that area and pray for the closure of 27 the site. 28 NOW, THEREFORE, BE IT RESOLVED that the Whatcom County 29 Council will seek the closure of the Cedarville landfill site 30 by January 1, 1987, with the following considerations; 31 1. That the Whatcom County staff .and administration 32 be directed to work with the Whatcom County Solid Resolution -2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 Waste Advisory Committee, the Bellingham /Whatcom County Health District and the Department of Ecology.in this effort to close the Cedarville site. 2. That the Whatcom County administration shall seek an amendment to the Whatcom County Compre- hensive Plan so that the landfill site may be closed. 3. That the Whatcom County administration is directed to request of the Department of Ecology such funds as are available to assist Whatcom County in the closure of the Cedarville landfill site. 4. That the Whatcom County administration is directed to form a monitoring procedure for leachate within and off the site and is acceptable to the Department of Ecology. If it is determined that this procedure will require an engineering study, then the administration is directed to draft the proper RFP documents so that this study can be conducted. That the Whatcom County administration should be looking at the possibility of creating.an aggressive recycling program. DATED this 6th __day of March , 1986.
