HomeMy WebLinkAboutres1987-0171 2 3 4 5 6 7I8 9' 10 11 12 13 14 15 16 17 18 1 19 20 21 22 23 24 25 26 27 28 29 30 31 32 INTRODUCED BY: WARNER PROPOSED BY: Planning DATE: April 23, 1987 RESOLUTION NO. 87 -17 A RESOLUTION APPROVING AN APPLICATION FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS AND CERTIFYING THE CONDITIONS OF THE APPLICATION WHEREAS, Whatcom County, Washington, is applying to the State of Washington for a Community Development Block Grant, and WHEREAS, it is necessary that certain conditions be met as part of the application requirements, and WHEREAS, Whatcom County shall agree to comply with all applicable, federal and state regulations in the event that this application is selected for funding; NOW THEREFORE BE IT RESOLVED: That R.W. Muenscher, the Executive Pro tem, is authorized to submit this application to the State of Washington on behalf of Whatcom County, Washington; and futher that 1. Whatcom County will comply with applicable federal and state regulations in regard to environmental impact of the project, 2. Whatcom County will provide citizens with the opportunity to comment on the proposed housing and community development activities and the estimated cost of the project in relation to the activities planned to benefit low- and moderate - income persons, 3. Whatcom County will minimize displacement as a result of activities assisted with CDBG funds; and assist persons actually displaced as a result of such activities; I4. Whatcom County will conduct and administer its program in conformance with Title VI and Title VIII, and affirmatively further fair housing; 5. Whatcom County will provide opportunities for citizen participation comparable to the state's requirements (those described in Section 104(a)(2) of the Act, as amended); and 6. Whatcom County has complied with all public hearing requirements and will certify to this compliance. PASSED this 23rd day of April , 1987.
