RESOLUTION NO. 87 -8
A RESOLUTION AMENDING RESOLUTION NO. 86 -61,
A RESOLUTION RESCINDING RESOLUTION NO. 86 -11,
A RESOLUTION TO CLOSE CEDARVILLE LANDFILL
SITE BY AMENDING SECTIONS 1 AND 2.
WHEREAS, Whatcom County has the responsibility for the protection of
the public health, safety and disposal of solid waste that has accumulated
within Whatcom County; and
WHEREAS, Whatcom County has an existing landfill site commonly known as
Cedarville; and
WHEREAS, THE Whatcom County Council has received and is presently
reviewing the Revised Comprehensive Solid Waste Plan; and
WHEREAS, Resolution No. 86 -11 requires closure of the Cedarville land-
fill site by January 1, 1987; and
WHEREAS, there presently exists an emergency due to the temporary clo-
sure of one of the two solid waste incinerating sites within Whatcom County; and
WHEREAS, the other incinerator site is not presently equipped to pro-
cess all the putrescible garbage within Whatcom County;
NOW, THEREFORE BE IT RESOLVED:
That Section 1 is hereby amended as follows:
1. The Whatcom County Council deems it necessary to extend operation
of the Cedarville landfill site for receiving putrescible garbage from March 31,
1987 through June 30, 1987;
and that Section 2 is hereby amended as follows:
2. The Whatcom County administration is hereby instructed to file an
application with the Bellingham & Whatcom County Health District Board for an
extension of the present operating permit, Permit No. 37003, through June 30,
1987.
BE IT FURTHER RESOLVED that the administration is instructed to adver-
tise for bids for the installation of the leachate pre- treatment facility at the
City of Ferndale treatment plant site on or before March 17, 1987 and for the
installation of the Cedarvill leachate control system at the Cedarville landfill
site on or before April 7, 1987.

BE IT FURTHER RESOLVED that unless specifically mentioned within this
Resolution, all other terms and conditions of Resolution No. 86 -61 shall remain
in full force and effect.
