RESOLUTION NO. 87 -2
A RESOLUTION IN THE MATTER OF ADOPTING
A POLICY AUTHORIZING SELF PAY OF DEPENDENT
MEDICAL COVERAGE FOR LAW ENFORCEMENT OFFICERS
AND FIREFIGHTER'S RETIREMENT SYSTEM PLAN I RETIREES.
WHEREAS, retiree's covered by the Law Enforcement Officers and
Firefighter's Plan I Retirement System ( LEOFF I) are entitled u
law to have their medical expenses paid by the County, and
WHEREAS, in the past the dependents of LEOFF I retiree's have had
their health care covered by the Whatcom Medical Bureau (WMB) medi
cal benefit plan as a result of the County paying a composite pre-
mium rate to WMB, and,
WHEREAS, the County has now become self insured for medical bene-
fits and no longer pays a premium to WMB, and consequently, there
is no longer a justification for the County to pay for dependent
medical care.
NOW THEREFORE, BE IT RESOLVED:
(1) That the County hereby adopts a policy effective July 1, 1987
that all eligible dependents of current LEOFF Plan I retirees may,
at their option, remain on the Whatcom County WMB health benefit
plan on a self -pay basis.
(2) That when the terms of the Comprehensive Omnibus Budget Refor
Act of 1986 becomes applicable to Whatcom County, the dependents o
retired LEOFF I employees become subject to the same terms, con-
ditions, and time limitations applicable to other beneficiaries of
the Act.
(3) That the rates to be charged retirees for their dependents be
established annually for the WMB Plan after being determined
actuarily, and that the rates be established separately for
"subscriber ", "spouse ", "first child ", and "all additional
children ".
(4) That in order to minimize the impact of change on personal
budgets, the County continue to provide coverage for LEOFF I depen
dents at no cost to the retiree through the 30th day of June 1987.
