RESOLUTION NO. 88 -64
• RESOLUTION IN THE MATTER OF ADOPTING
• SALARY SCHEDULE FOR THE UNREPRESENTED
WHATCOM COUNTY EMPLOYEES FOR THE YEAR 1989
WHEREAS, it is necessary to establish the salaries of the unrepre-
sented employees, and
WHEREAS, the Whatcom County Council has adopted the concept of a
salary grid of twenty -eight Ranges and sixteen Steps in each Range
as the basis for establishing salaries for most of the unrepresent
employees, and,
WHEREAS, the Council intends that all unrepresented employees with
the exception of the Elected Officials and certain appointed offi-
cials be placed within a specific Range of the aforementioned basi
salary grid for pay purposes.
NOW, THEREFORE, BE IT RESOLVED:
1) That the term "unrepresented employee" shall include elected
and non - represented employees. That the term "elected
official" shall include only those officials elected pursuant
to the provisions of the Whatcom County Charter and
Washington State Law. That the term "non- represented
employee" shall include all other unrepresented employees.
2) That the salaries of the Whatcom County Elected Officials
shall be established as set forth in Exhibit A.
3) That the salaries of the non - represented employees be set at
the Ranges established in Exhibit B.
4) That all changes in salary and benefits as a result of enact-
ment of this Resolution shall become effective January 1st,
1989.
5) That the eligible unrepresented employees shall be granted the
following benefits, and that the benefits shall include full
premium or contribution for the employee, spouse, and dependen
children of the employee.
a) Health and Welfare benefits under the Whatcom Medical
Bureau Plan #405 providing the same level of benefits as for
members of the Inside Collective Bargaining Unit covered by th
Plan, including prescription drug care.
b) Dental insurance comparable to the Teamster's Dental Trust
Program.

c) Vision care comparable to the Teamster's Vision Care Trust
Fund (standard care plan) currently in effect.
d) Life insurance in the face amount of each un- represented
employee's annual salary, rounded to the nearest thousand;
provided said insurance does not exceed a face value of
$50,000.00. (Dependent coverage premium to be paid by the
employee.)
6) That County payment of premium for benefits of unrepresented
employees be made on behalf of employees who receive compen-
sation during a calendar month. Compensation is defined for
this purpose in this Resolution as payment of wages for work
performed, vacation, accrued sick leave, or other paid leave;
provided that said work, vacation, and /or other paid leave
must equal or exceed payment for one - hundred and twenty (120)
hours in a calendar month. Income resulting from an
industrial injury to a maximum of twelve (12) months from the
date of the injury shall also be credited as compensation.
7) That any change in salary or classification of non - represented
employees covered by the attached Exhibits must receive prior
approval of the Whatcom County Council, except in a case where
implementation of a pay increase authorized below for
employees reclassified or promoted in mid -year results in
their salary exceeding the stated salary in this Resolution.
Provided further that effective Janaury 1, 1989, any non -
represented employee (except Sheriff, Jail and Other Officials)
assigned initially to a Step of a Range shall move to the next
Step of the Schedule in accordance with the following schedule.
Assigned in January through June 30th, move to next Step,
following January 1st. Assigned in July through December, move
to next Step the following July lth.
Movement to all subsequent Steps shall occur on January and
July 1st, after each additional six months of service.
Reclassification of non - represented positions will normally
take effect on January 1st of each year.
Individuals who are promoted or reclassified into a higher
level position will move to the step in the new Range which
provides a minimum of 1.9% (3.8% for Sheriff and Jail) increase in
pay. Progression to the next Step will occur on the following
January or July 1st after no less than three months nor more thin
nine months service from the promotion date.
8) That for the purposes of sick leave benefits, bereavement
leave, jury duty, military leave, and paid holidays, non -
represented employees shall be entitled to the same benefits
as outlined in the Inside Collective Bargaining Agreement
provided that the eligibility requirements of paragraph 6,
above, and any special requirements of the Inside Contract
are met; and provided further, that the provisions for over-
time payment apply only to non - represented employees who are
covered by the Federal Fair Labor Standard's Act.

9) That for the purposes of vacation schedule, non- represented
employees shall be entitled to vacation in accordance with
the following schedule:
After 1st through fourth employment year 15 days
After fifth through nineth employment year 20 days
After tenth employment year 25 days
New employees are eligible for their first vacation on
January lst of the year following their employment date on
the basis of one and one quarter (1.25) days accrued each
month to a maximum of fifteen (15) days. Employees start
their next employment year for vacation purposes on January 1
of each year. Vacation accrued in the current calendar year
shall be taken in the next calendar year.
10. Any change in the benefit package or carriers which affects
union employees shall also apply to the coverage of the non
represented employees, and to any former employee or dependent
eligible or covered by the Comprehensive Omnibus Budget Reform ct
of 1986, (COBRA).
11) That in the event Whatcom County should ever be affected by a
strike of its employees, the County Executive is empowered to
authorize overtime pay for non - represented employees during
the period of the strike.
11) That in the event of clerical error and /or an non - represented
employee is not included on this listing, or a salary is
miscalculated, salary and benefits for said employee shall be
corrected and made retroactive to the appropriate date, but
in no case to a date earlier than January 1, 1989.
NOW THEREFORE, BE IT RESOLVED that Resolution No. 87 -58 of the
County Council of Whatcom County, Washington, dated the 24st
day of November 1987 and all amendments thereto, are hereby
rescinded effective January 1st, 1989, and that this Resolutio
shall become effective that same date.
