RESOLUTION NO. 88 -63
A RESOLUTION OF THE COUNTY COUNCIL OF
WHATCOM COUNTY, WASHINGTON CONFIRMING
THE 1988 -89 ASSESSMENT ROLL FOR ROAD
IMPROVEMENT DISTRICT NO. 8 (R.I.D. NO. 8)
AND CERTIFYING THE SAME TO COUNTY
TREASURER FOR COLLECTION
WHEREAS, a public hearing on confirmation of the 1988 -89 annual assessment
roll for R.I.D. No. 8 was held on November 3rd at 7 :00 p.m., and
WHEREAS, notice of the public hearing on confirmation of the 1988 -89 annual
assessment roll was duly published and mailed to each owner of property within
R.I.D. No. 8 pursuant to the requirements of R.C.W. 36.88.090; and
WHEREAS, the Council gave due consideration to the 1988 -89 annual
assessment roll for R.I.D. No. 8 filed by the Public Works Department; and
WHEREAS, it is deemed necessary and advisable that the 1988 -89 annual
assessment,.r'oll for R.I.D. No. 8 be approved and confirmed;
NOW, THEREFORE, BE IT RESOLVED, BY THE COUNTY COUNCIL OF WHATCOM COUNTY,
WASHINGTON, as follows:
Section 1. The County Council, hereby finds and determines that the
1988-'89 annua assessment roll for R.I.D. No. 8 is just and equitable, and that
no assessment against property within R.I.D. No. 8 is greater than the special
benefit to be derived from the improvements. Accordingly, the 1988 -89 annual
assessment roll, in the total amount of $44,000.00 is hereby approved and con-
firmed, and the assessment set forth herein are hereby levied against each lot,
tract and parcel of property described in said roll.
Section 2. The Clerk of the Council is hereby directed to place in the
hands o e ounty Treasurer for collection the 1988 -89 assessment roll for
R.I.D. No. 8. Upon such placement, the amount of each assessment set forth
therein, together with any interest accrued or penalty imposed from time to time
thereon, shall become a lien against the property so assessed. Said'lien shall
be paramount and superior to any other lien or encumbrance whatsoever, thereto-
fore or thereafter created, except a lien for general taxes.
Section 3. Upon receipt of the 1988 -89 assessment roll for R.I.D. No. 8,
the Count reaasurer is hereby directed to publish a notice at the time and
manner required by R.C.W. 36.88.270 and 35.49.010, stating that said roll is in
his hands for collection and that such assessments or any portion thereof shall
be paid at any time within sixty (60) days from the date of the first publica-
tion of said notice without penalty, interest or costs.

Section 4. The amount of any assessment, or any portion thereof, against
proper y�in'R.f.D. No. 8 not paid within the sixty (60) day period from the da
of the first publication of the County Treasurer's notice shall thereupon beco
delinquent. All delinquent installments shall be subject to a penalty equal t,
ten percent (10 %) per annum of the amount of the installment, including intere
at a rate of ten percent (10 %) from the date of the delinquency until paid.
