RESOLUTION NO. .88 -42. A RESOLUTION ENDORSING INITIATIVE 97B, THE CURRENT HAZARDOUS WASTE CLEANUP LAW, AND REQUESTING THE WASHINGTON STATE ASSOCIATION OF COUNTIES TO RECONSIDER ITS ENDORSEMENT OF THE COMPETING INITIATIVE 97 WHEREAS, there is great public concern over the problem of financing the cleanup of hazardous waste sites in Washington State; and WHEREAS, the Washington State Legislature has passed a bi- partisan comprehensive hazardous waste cleanup measure, Chapter 112, Laws of 1988 (Senate Bill 6085), now known as Initiative 97B; and WHEREAS, Initiative 97B provides for the cleanup of toxic waste sites effectively and efficiently at the lowest cost to taxpayers, and fully protects public health and safety; and WHEREAS, 97B provides funding help to local government without the limitations on the use of funds for construction of solid waste facilities; and WHEREAS, 97B has more realistic standards for the cleanup of toxic waste sites, while still protecting human health and the environment; and WHEREAS, 97B protects counties and cities from unwarranted future liability; and WHEREAS, 97B would promote the cleanup of hazardous waste sites instead of promoting unwarranted litigation and courtroom battles; and WHEREAS, the economic impact of the alternative measure, Initiative 97, unfairly places extraordinary additional financial burdens on Whatcom and Skagit county refineries, which is discriminatory and damaging to our local economy. NOW, THEREFORE, BE IT RESOLVED that Whatcom County does hereby support Washington's existing hazardous waste cleanup law, legislative alternative measure 97B; and 1 2 3 4 5 6 7 8 9 10 11 12 13 i 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 97B Resolution, Page 2 BE IT FURTHER RESOLVED that Whatcom County hereby expresses its strong opposition to the Washington State Association of Counties' continued support of the alternative measure 97; and BE IT FURTHER RESOLVED that copies of this resolution be forwarded to the legislative authorities of all counties in Washington State, with the encouragement that.similar resolutions be adopted and forwarded to the Association of Counties; and BE IT FINALLY RESOLVED that copies of this resolution be forwarded to the city of Bellingham, all towns in Whatcom and Skagit counties, the Port of Bellingham, Whatcom Chamber of Commerce and Industry, and the Fourth Corner Development Group, with the request that they adopt similar resolutions.
