5 A RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE
TO ENTER INTO A CONTRACTUAL AGREEMENT WITH
6 HARPER -OWES, CONSULTING WASTE MANAGEMENT
ENGINEERS, TO PROVIDE PROFESSIONAL CONSULTING
7 SERVICES FOR SITING, DESIGNING AN DEVELOPMENT
OF A NEW LANDFILL SITE.

9 WHEREAS, the Solid Waste Advisory Committee recommended the Council
develop a publicly -owned site; and

WHEREAS, the County Council appropriated $150,000 in the 1988 Budget,
11 Solid Waste Fund; and
12 WHEREAS, on March 17, 1988 the Council approved a motion authorizing
the Public Works staff to begin the process of siting a new landfill; and

WHEREAS, in accordance with RCW Chapter 39.80, Whatcom County Code
14 Chapter 3.08 and Executive Order No. 85 -5, the County advertised Request for
Qualifications (RFQs) and received two qualified proposals; and

WHEREAS, the County Executive approved the selection committee for
16 interview of the two qualified candidates; and
i7 WHEREAS, the selection committee recommended Harper -Owes as the firm
.that would provide the best end results for Whatcom County.

NOW,,THEREFORE, BE IT RESOLVED that the Whatcom County Council hereby
19 authorizes the County Executive to enter into a contractual agreement with
Harper -Owes for the purpose of siting a new landfill and designing said site to
20 accept putrescible garbage, incinerator ash of municipal waste type, and
construction and demolition waste.

IT IS FURTHER RESOLVED that the Council has determined that the tasks
22 associated with siting and designing a new landfill be divided into three
distinct phases and this resolution authorizes Phase 1 in the amount not to
23 exceed $150,000.00. Phases 2 and 3 will require additional approval by the
County Council.

Phase 1, Preliminary Site Selection, includes but is not limited to:
25 Task 1 - Define Landfill Requirements
Task 2 - Develop Site Evaluation Criteria
26 Task 3 - Identify Potential Landfill Sites
Task 4 - Screen Potential Sites
27 Task 5 - Select Candidate Sites for Detailed Evaluation
Task 6 - Public Information Program and Project Management

The above tasks shall be performed under the auspices of the Department of
29 Public Works, in coordination with the Solid Waste Advisory Committee, and
involvement and input of the County Council and public.

IT IS FURTHER RESOLVED that the Council requests that the contract con -
31 tain a refined scope of work which includes methods to speed up the siting pro-
cess, and placement of a limitation on the number of sites to be considered.
