HomeMy WebLinkAboutres1988-024Introduced by: Consent Proposed by: Warner Date Introduced: May 9, 1988 Resolution No. _ 88_-24 _ (As Amended) - A Resolution Proposing a Co- operative Effort for the Acquisition of Real Estate for, and the Construction of, a Juvenile Detention Facility between Whatcom County and the City of Bellingham. WHEREAS, the Whatcom County Council has repeatedly expressed its preference for a downtown site For the new Juvenile detention facility, provided such a facility mould serve the purpose properly; and WHEREAS, the County Council has heretofore set criteria which assure the facility will serve its purpose properly by agreeing that it should be on a single level and of 30 -50 bed capacity; and WHEREAS, a constant concern of the Council is prudent management of the County's limited money resources; and WHEREAS, the County Council has been and is grateful for the support provided to it by the City of Bellingham and the City Center Development Authority in choosing a site for the facility, and is mindful of the concerns expressed regarding the direct and indirect impact of the withdrawal of the facility from the downtown core; and WHEREAS, the County Council feels that the present location of the post office is inconvenient but the site would be suitable For a Juvenile detention facility; and WHEREAS, the County Council in the Budget Message which it accepted approvingly from the Executive and in its capital improvement plan adopted for 1988 expressed its intention to commence construction of the new facility in early 1989, recog- nizing that the present facility is grossly inadequate; NOW THEREFORE, BE IT RESOLVED that the County Council proposes to enter into a co- operative venture with the City of Bellingham and /or the City Center Development Authority on these terms: Resolution 1 Date Drafted: 5/9/88 1. Alternative Siting_._ A. The Post Office (Prospect Street) Site.Alterna- tive. The Whatcom County Council requests that the City and/or or the CCDA make firm arrangements with the United States Postal Service, with Sears, Roebuck and Co., and with Bellingham Auto Glass so that the County is able to purchase and obtain title to the present Post Office and glass company sites at a cost to the County of $952,000 Cin accordance with figures presented to the Joint County -City Capital Plans Committee on May 5, 1988), which is $782,000 for the purchase of the Post ❑ffice's contract interest Clease and the underlying freehold interest), plus $170,000 for the glass company building. The County would then commit to construction of a juvenile detention facility on that site at its entire expense. B. The Old Church Site Alternative. The Whatcom County Council requests of the City the following: that the City donate to the County the one -half of block 195 which it owns on Girard and A streets Ethe old church site, the County owns the other one - half), vacation of A Street between Girard and Hallack Ethe County will additionally acquire the one -half of block 196 between A and New Streets for construction, at its expense), the vacation of Lottie Street between Prospect and Grand Efor easier access to the new facility and future parking), the rezone of the block 195 area to accommodate a juvenile detention facility, and the provision at City expense of adequate substitute parking for the Health Department by expansion of its present on -site lot and permission to use part of "the Pit" for Health Department parking. 2. Time. The Whatcom County Council respectfully requests that if the City of Bellingham and /or the CCDA are interested in actively pursuing either of these alternatives and are willing to commit to at least alternative #2 Ethe decision on which is entirely within the authority of the City of Bellingham), that the County Council be notified of such committment within 30 days Eby June 10, 1988), so that the County Council can firmly dispense with further plans for the construction of a juvenile Facility at the Cordata location. Assuming agreement in principle to the downtown construction concept, the City would have not more than six months, with monthly progress reports to the County Council, to make firm arrangements for the County to obtain title to the Prospect Street parcels. If no reasonable progress is being mane the Prospect Street alternative may be abandoned. The Prospect Street alternative failing, the City would agree to implement Alternative B above. Resolution 2 Date Drafted: 5/9/88 In case neither alternative A nor B is acceptable to the City, or in case the time constraints in #3 are unacceptable or not met, then the County will pursue construction at the Cordata site.
