RESOLUTION NO. 88 -22
A RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE TO
ENTER INTO AN AGREEMENT WITH RAYMOND D. WEDEN &
ASSOCIATES TO PROVIDE PROFESSIONAL CONSULTING
SERVICES TO THE COUNTY PLANNING AND PUBLIC WORKS
DEPARTMENTS FOR THE PURPOSE OF UPDATING THE
COUNTY SEWER AND WATER COMPREHENSIVE PLAN AND
ESTABLISHING DEVELOPMENT PATTERNS FOR SHORT- AND
LONG -TERM PROJECTIONS.
WHEREAS, the Whatcom County Council has deemed it necessary that the
Sewer and Water Comprehensive Plan be revised to provide the County with the
necessary information and plan for providing water and sewer, either directly or
indirectly, within the unincorporated areas of the county; and
WHEREAS, it is necessary to determine the availability, feasibility and
an inventory of existing available water and sewer systems and facilities;
NOW, THEREFORE, BE IT RESOLVED that the County Council hereby authori-
zes the County Executive to enter into an agreement with Raymond D. Weden &
Associates for the purpose of providing professional engineering services for
the Sewer and Water Comprehensive Plan updating and projected water demands and
wastewater characteristics based on unit demands and loadings available from
local utilities; prepare preliminary cost estimtes for water supply and distri-
bution systems and wastewater collection, conveyance and treatment systems;
analyze all available capacity of water supply and wastewater treatment plant
facilities; and recommend preferred alternates from the engineering perspective
for providing such services based on cost, efficiency, environmental con-
sideration and other factors.
The County Executive is hereby authorized to enter into agreement for
the scope of services provided within the contract and as related herein in an
amount not to exceed $50,000, unless modified. Both parties recognize that
there will have to be supplemental budget approval in the amount of $35,000 in
order to adequately fund the tasks required. However, if the County Council
does not approve the supplementary budget, then both parties will negotiate for
a lesser level of services and tasks, not to exceed $50,000.
