RESOLUTION NO. 88-21
A RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE
TO ADVERTISE FOR PROPOSALS FOR LEASING OF THE
COUNTY NURSING HOME FACILITY, SALE OF THE NURSING
HOME EQUIPMENT AND RELEASE OF LICENSE FOR 70
SKILLED AND INTERMEDIATE CARE BED UNITS
WHEREAS, Whatcom County, being the only county within the State
of Washington which presently operates and maintains a health care
facility; and,
WHEREAS, the County Council desires, in keeping with the trend of
other counties within the state, to eliminate the role of local
government in the maintenance and operation of a nursing home
facility; and,
WHEREAS# the County Council desires that the nursing home facility
be operated and maintained by private persons, firms or
corporations with experience in operating skilled and intermediate
nursing care facilities;
NOW, THEREFORE BE IT RESOLVED that the County Council of Whatcom
County, Washington, hereby authorizes the County Executive to
advertise for proposals for the sale of nursing home equipment,
release of license for 70 skilled and intermediate care bed units,
and for leasing of the County nursing home facility. All persons,
firms or corporations responding to the Request for Proposals will
be reviewed for ability to meet state requirements and any other
conditions of the Department of Social and Health Services that
are applicable.
A selection committee will review and interview all qualified
applicants and recommend one to the County Executive who is
authorized to negotiate a contract with the successful candidate.
In negotiating the contract> payable to the County, the Executive
shall consider the provision of continued care of existing
patients, placement of presently - employed qualified County
personnel, and the leasing of the facility for a period not to
exceed three years. The facility lease shall be considered for
operation only, or for maintenance and operation. If maintenance
of the facility by the County is desired, a separate contractual
agreement shall be entered into with the County Public Works
Department. As an option, the sale of the facility equipment may
be negotiated. The final contract will be awarded upon the
authorization of the County Council.
