WARNER DATE: February 18, 1988 1 RESOLUTION NO. 88-12 2 A RESOLUTION STATING THE INTENT OF THE WHATCOM COUNTY COUNCIL TO SUPPORT RESPONSIBLE 3 DEVELOPMENT OF OIL PRODUCTION IN•THE ARCTIC NATIONAL WILDLIFE REFUGE 4 WHEREAS, every major development in Alaska since the 5 gold rush has bolstered the economy in Washington State; 6 WHEREAS, Washington received nearly $765 million in 7 Prudhoe Bay development income for hard goods purchased by oil companies in the state between 1980 and 1986 8 alone; 9 WHEREAS, two - thirds of the oil refined in Washington is from Alaska and a high percentage of vehicles in urban 10 areas in the state rely on gas refined from Alaska crude oil; 11 WHEREAS, the United States still imports 6 million 12 barrels of oil daily, about 37 percent of our supply; 13 WHEREAS, oil production in the Arctic National Wildlife Refuge could erase up to $2 billion in future foreign 14 debt the U. S. would incur to import oil; 15 WHEREAS, responsible development of the Arctic National Wildlife Refuge would benefit America's energy 16 Security, the country'•s balance of trade,'and the economy of Washington State and the Pacific Northwest; 17 WHEREAS, the extraction and transportation of oil from 18 the north slope of Alaska can be accomplished with a sensitivity to the need to protect animal and plant 19 life; and 20 WHEREAS, Whatcom County Council develops policy goals for the political and economic growth of Whatcom 21 County, and finds that maintaining a continuous supply of oil for refining in Northwest Washington is in 22 Whatcom County's best long -term economic interest; 23 NOW, THEREFORE, BE IT RESOLVED, that Whatcom County Council 24 supports the development of oil production in the Arctic National Wildlife Refuge in a manner consistent with environmental 25 policies and procedures designed to protect and preserve the 26 unique and invaluable plant, animal and marine life indigenous to 27 the Arctic National Wildlife Refuge, and urges other governmental agencies to express their support for such oil production 28 development in the Arctic National Wildlife Refuge as is 29 consistent with sound environmental policy. 30 PASSED this 18th day of February 1988. 31 WHATCOM COUNTY COUNCIL 32 TTEST: WHATCOM COUNTY, WASHINGTON e� Carol Ebergson Clerk of the Council William P.Toehl, Chair - IU L Shirley VaA ZanteCW County Executive
