RESOLUTION NO. 89 -102
A RESOLUTION ADOPTING THE 1990 SIX -YEAR
PHYSICAL PLANT AND FACILITIES CAPITAL
PROGRAM RELATING TO BUILDINGS AND
FACILITIES FOR WHATCOM COUNTY, WASHINGTON
WHEREAS, it is in the public interest regarding the future
needs and demands of County government to most adequately and cost -
effectively serve the needs of the citizens of the County; and
WHEREAS, by the power given in the Whatcom County Home Rule
Charter Section 3.22(e) and the requirement of Section 6.30 for a
proposed capital improvement program for the next six fiscal years to
be included with the proposed annual budget; and
WHEREAS, by direction of the County Council in Ordinance 82 -69
the County Executive is to prepare and submit to the County Council
comprehensive plans for the long -term capital improvement needs of the
County; and
WHEREAS, Resolution 83 -9 stipulates that the County Executive
shall annually prepare, recommend, and update this plan for the
Council's consideration by November 1st of each year;
NOW, THEREFORE, BE IT RESOLVED that Exhibit A attached hereto,
entitled " Whatcom County Six -year Physical Plant & Facilities Capital
Program" update for the year 1990, prioritizing and outlining the
County's future needs and recommending funding sources, is hereby
adopted.
BE IT FURTHER RESOLVED, that the County Executive shall
require the Director of Public Works to prepare and recommend to the
County Executive and County Council for approval an annual update of
the Whatcom County Six -Year Physical Plan and Facilities Capital
Program, and to carry out the policies established herein under the
administrative direction of the County Executive.

and The Honorable County Council
SUBJECT: Physical Plant & Facilities Program
In accordance with Home Rule Charter 3.22 (3) and Section
6.30, this office respectfully submits the Six -Year Physical
Plant & Facilities Capital Program for 1990 -1995 for County -
owned buildings. This program plan is or should be considered
as a guideline for the future improvements, renovation,
remodel and construction of County -owned buildings and
facilities. It is our intent that the Six -Year Physical Plant
& Facilities Capital Program be flexible to allow changes by
the County Executive or the County Council to ref lect changing
times, government attitudes and availablity of financing.
The 1990 plan has been compiled to reflect the 1989 space
projections study prepared by H.A. "Barney" Goltz and this
office.
