2 RESOLUTION NO. 89-97
3 INITIATING REVIEW OF OFFICIAL CONTROLS
4 RELATING TO BILLBOARDS
5 WHEREAS, Whatcom County Code Section 20.80.510 conditionally permits off -
6 premise advertising signs under some circumstances; and
7 WHEREAS, Whatcom County is presently experiencing unprecedented interest
8 by the public in development and has recently received eight applications for billboards,
9 creating an exigent circumstance; and
10 WHEREAS, billboards may block off or otherwise spoil significant views in some
11 ' areas and also may by proliferation become unattractive, obtrusive, oppressive and
12 dangerous even in areas with no special distinction; and
13 WHEREAS, the proliferation of billboards may be accompanied by violations of
14 other laws, such as lighting restrictions in zoning controls, division of land restrictions for
15 purposes of lease in the subdivision regulations, clear vision requirements relating to
16 traffic safety; and
17 NOW, THEREFORE, the Whatcom County Council declares its policy to study
18 the official advertising sign controls necessary and desirable to ensure the public interest
19 is protected and to encourage its Planning Commission to assist in the preparation of
20 appropriate recommendations.
